Justification

About DODD…

Dodd is the fourth largest state agency with the bulk of staff providing direct supports to approximately 750 individuals in 8 Developmental Centers.   DODD has oversight for almost 100,000 individuals served by county boards of DD.   DODD maintains a robust enterprise applications portfolio with key systems such as imagineIS, Level of Care Assessment (LOC), Review Data System (RDS), Provider Certification Wizard (PCW) Medicaid Services System (MSS)/ Payment Authorization Waiver System (PAWS), Incident Tracking System (ITS), Waiver Management System (WMS) and the IDS system.  The RDS system is used to perform Provider Compliance reviews for over 15,000 Medicaid providers.   This is a critical system as failing to perform reviews and record plans of correction can lead to health safety issues and public scrutiny.  The combined MSS/PAWS system is used by counties to do cost projections 365/24/7 for individuals served on the 5 Medicaid Waivers that are administered by DODD. Counties utilize the DODD IDS application to update critical components of an individual’s information.  Within the IDS application are sub applications that collect data on acuity (AAI), Developmental Disabilities Profile for funding range (DDP) and Waiting List (WL) to name a few.  The DODD Level of Care System Noted above is being extended to interface with the Ohio Department of Medicaid (ODM) Ohio Benefits application.   This real-time interface is critical to support DODD and ODM internal and external constituents.  Many of the applications noted above support DODD's Medicaid waiver process which provide direct funding of over 2.5 billion dollars annually to over 41,000 persons on Medicaid Waivers administered by DODD.  These individuals are served by roughly 15,000 providers.  DODD continues to support the use of the extended PCW application by sister agencies, Ohio Department of Aging (ODA), and Opportunities for Ohioans with Disabilities (OOD).  DODD continues to extend the electronic interface with Ohio Department of Medicaid’s MITS application. DODD continues to support the legacy 117 applications which are developed in .NET platform. This information will soon be shared electronically with Ohio Department of Medicaid’s Ohio Benefits application.
