Requirement Description:

Responsibilities
Oversee all aspects of quality assurance including establishing and reporting on metrics, applying industry best practices, and developing new tools and processes to ensure quality goals are met;
Act as key point of contact for all QA aspects of releases, providing test services and coordinating QA resources internally and externally;
Lead and mentor QA team members, as well as manage outside contract testers;
Create and Provide feedback on test cases, scripts, plans and procedures (manual and automated) and also responsible for executing them;
Diagnose defects and track them from discovery to resolution;
Ensure that the SI maintains high quality and accuracy up to software release;
Ensure all testing work is carried out in accordance with the Testing Plan, including schedule and quality requirements;
Provide feedback to the SI on the implications of testing outcomes on the Ohio Benefits systems;
Respond to all requests from stakeholders in a timely professional manner;
Review and analyze system specifications;
Collaborate with QA Engineers to develop effective strategies and test plans;
Create and Execute test cases (manual or automated) and analyze results;
Evaluate product code according to specifications;
Create logs to document testing phases and defects;
Report bugs and errors to development teams;
Help troubleshoot issues;
Conduct post-release/ post-implementation testing;
Work with cross-functional teams to ensure quality throughout the software development lifecycle;

Interview:

During the interview process with the Ohio Benefits staff, the resource consultant must demonstrate competence/experience in their specific area(s) of project assignment. The resource’s experience must also be documented for review and verification. Offered resources not showing technical or functional competence/experience will be sufficient reason to reject the Offeror’s proposal. It is the responsibility of the Offeror to pre-screen their candidates to ensure compliance.

Mandatory Requirements/Time:

Preferred candidate will have Experience with HHS Eligibility Systems and Policy: 5 + years
Experienced tester with knowledge in Medicaid and SNAP/TANF benefits and skills in writing and executing test scripts: 5+ years
Adhere to formal QA processes, ensuring that the Systems Implementation [SI] team is using industry-accepted best practices: 7+ years
BSc/BA in Computer Science, Engineering or a related field or equivalent work experience
Working knowledge of test management software
Working knowledge of test automation using selenium
Working knowledge of Backend testing (SQL knowledge) and Reporting.
Familiarity with Agile frameworks and regression testing is required.
Excellent communication skills
