Job Description:

The selected Program Manager will be responsible for the following
Innovate Ohio projects at the Ohio Department of Public Safety:
BMV Online Transactions
- Provide project management for the inclusion of BMV
Online Services into the Innovate Ohio Platform. Once
completed, citizens of Ohio will be able to access BMV
online services through the state of Ohio’s new universal
customer portal. Examples of transactions include the
ability renew vehicle registrations online, pay
reinstatement fees, change your address, etc.
- Project management will include issue tracking and
resolution, status reporting, weekly management meetings,
daily stand up meetings, etc.
- Additionally, tracking of costs against allocated amounts
and report accordingly. This information will be required
for authorization of invoicing.
ATPS Paperless Titling
- Provide project management for the development of a
series of changes to systems supporting the vehicle titling
process in Ohio. These changes are intended to modernize
the titling process by enabling more transactions to be
conducted online in the Innovate Ohio Platform and to
increase the use of electronic titles throughout the state.
- Project management will include issue tracking and
resolution, status reporting, weekly management meetings,
daily stand up meetings, etc.
- Additionally, tracking of costs against allocated amounts
and report accordingly. This information will be required
for authorization of invoicing.
Other IOP Projects
- DPS is working with IOP to move various applications to the
IOP for digital identify management.
- Become the primary point of contact for moving additional
DPS apps to the IOP as assigned.
- Coordinate with DPS team members and IOP to execute the
work and test the application.
Additional Information:
The ODPS has estimated that it will require one (1) full-time
resource to provide up 1100 hours in FY20 and 400 hours in FY21 to
complete the work.

Required Skills Need Mandatory:
Requirements/Time
1. Eight (8) years’ verifiable and demonstrable experience as a fulltime delivery project manager.
2. Four (4) years’ verifiable and demonstrable experience working
directly with end-users to define requirements and provide
technical advice and assistance in a large-scale environment.
3. Three (3) years’ verifiable and demonstrable experience
interviewing non-technical end users to determine and
document current business process flows.
4. Two (2) years’ verifiable and demonstrable experience in
Business Process Re-engineering.
5. Needs to be able to transfer BA knowledge to staff.
6. Ability to multi- task and meet aggressive deadlines.
7. Pay detail attention to requirement changes.
8. Experience working in a team-oriented, collaborative agile
environment.
9. Experience in TFS (Team Foundation Server)

Builds strong working relationship with SME’s, Development

Application Development (JAD) sessions to clarify business
requirements.
15. Assists QA team defining test strategy, acceptance criteria, bug
fixing and issue resolution.
16. Knowledge of UML diagrams- business model diagram, process
flow, flow charts etc. (should be familiar with MS Visio).
17. Maintain project plan, issues log, action item log, meeting
agenda, meeting minutes and other artifacts as required to do
job.
18. Collaborate with development team to create design
specification in business requirements. (Capture additional
requirements based on design, capture global rules for system
consistency).
19. Experience in coordinating and supporting User Acceptance
Testing (UAT).
20. Assist with end-user training and create any training artifacts if
needed.
21. Experience agile and SCRUM methodologies.
