Position Description:

Experience Requirements:
• Ability to lead a cross-function cross-matrix project team.
• Ability to work from a pre-defined process blueprint and guide technical implementation.
• Ability to develop, review and analyze RFP information.
• Ability to identify technical requirements via SME interviews.
• Ability to synthesize complex requirements into understandable actions, processes and steps.
• Ability to oversee and drive software development implementations.

Additional Requirements:
• Overall IT Experience - 10 years
• Experience with building enterprise level IT systems – 5 years
• Experience with business process reengineering and change management – 5 years
• Experience with planning tool and grants management systems (Not required but HIGHLY appreciated).
• Experience conducting Facilitated Workshops for requirements analysis - 5 years
• Experience developing Business Requirements - project initiation document, what the needed achievements will be, and the quality measures - 5 years
• Strong organization and writing skills. Experienced developing graphic representations of complex business processes. (No specific required years)

A description of the team the candidate will be working in:

.  The candidate will be needed through the entire life of the project. The first phase of the project, which is currently coming to conclusion, was to perform a business analysis and come up with a vision of how the system can be developed and what functionality it should offer. This includes analyzing the impact on current ODE systems and the integration points.

.  As a result of phase 1 of the project, a product vision and detailed business requirements were developed. This includes a technical analysis of the proposed system including cost and integration points. These documents will be used as the guiding documentation for the implementation phase.

.  Seven workgroups comprised of various program office representatives provided the information needed for the analysis.

.  The candidate will be responsible for providing project updates, bringing questions and recommendations to the Steering Committee.

.  The candidate will have a Technical Writer assisting who will be responsible for documenting the findings.

.  During the second phase of the project, the candidate will act as a liaison between the Program Offices, Steering Committee and the vendor to ensure the system is built as designed and intended by ODE. The candidate will remain on the project through system implementation.
