Position Requirements:
The smoke-free Database Application tracks both smoking complaints and their associated investigations for the state of Ohio. The call center, or any designee can enter complaint reports directly into the application. A complaint opens an investigation that is then properly routed to the appropriate designee work queue. Designees have read/write access to their own work queue, but read only access to the rest of the information in the application. All aspects of an investigation can be captured in the application which provides date and time stamp on every entry and documents can be attached to specific investigations. Editing of items is limited which maintains the integrity of the records, thus the information captured would stand up to scrutiny in a court of law. Items do not populate a work queue until an action is required, in accordance with timelines specified in the law and rules. All letters are generated through the application with standard language, auto populating from the business, complaint and investigation information in the application; they are saved in a .pdf format. The database has several customized reports, such as those which tracks designee performance for quarterly contract payments and fine payments received for quarterly payment to designees, as well as others. An auto invoice feature is used to request fine invoices, and accounts receivable has access to print violation letters and invoices from the application. There is a message board where ODH can post general announcements and links to provide pertinent files or documents to all users.
Additional Upgrades into a new system are below.
1. Update the current Smoking Enforcement database to update the current database, including letter management, specific recievables and deliverables to local health departments, and leverage the database in order to expedite processing of smoking enforcement investigations from complaint to hearing.
2. Expand the capability of the database
3. Progress to an online payer platform integrating fiscal for fines.
4. Create the ability to pull out reports from the database.
Due to the age of this application a platform upgrade would be required as well as a rewrite of the current application. Incorporate Google Place or a similar mapping program. They currently have a lead developer in place- they would like to bring on a contractor with with proven experience with MVC and Entity framework, to add additional ideas/technical skill-sets to the team.
