48142: Columbus, OH – IT – DOH – Program Manager 4/PM4

The Department of Health is looking to add a PM4 to help lead a project that will last up to 6 months full-time, with a possiblity of extensions depending on needs.

A PO can take up to THREE FULL WEEKS to create at ODH. Please set this expectation with candidates prior to submission.

Candidates MUST be available to interview onsite. Local candidates are preferred and will be considered FIRST. The team is willing to schedule an initial phone screen, but will need candidates to come for in-person for second round. Add bid comments to explain each candidate's situation

Requirements:
• 7-8 years of IT Project Management experience
• 4-year college degree or equivalent technical study
• PMP strongly encouraged but not required if experience in leading similar projects is clear

Candidates must have proven work experience with the following responsibilities:
• Responsible for assessing multiple solutions and narrowing down solutions based on feasibility
• Responsible for the development of estimates for efforts in planning, analysis, design, construction, testing and implementation of each solution
• Responsible for presenting proposed solutions to customers
• Responsible for development of a program plan including documentation of estimates
• Responsible for ongoing documentation of all project elements
• Build and maintain relationships with key stakeholders and customer representatives
• Serve as the primary point of contact for program-related issues and resolution of issues for key stakeholders and customer representatives
• Communicate effectively with customers and software / hardware suppliers as needed to evaluate and plan solutions

Deliverables:
• Develop a report of feasible solutions for the collection of statewide HIV care data from Ohio Ryan White-funded grantees. The feasibility report should include anticipated strengths, challenges, costs, resources and effectiveness.
• Present the feasible solutions to customer and stakeholders; facilitate the selection of the most ideal solution
• Develop a detailed program project plan for the planning, analysis, design, construction, testing, training and implementation for the chosen solution (not responsible for carrying out the plan; only for developing and documenting it).
• Build and maintain relationships with stakeholders and customer representatives
• Attend Ohio Ryan White All-Parts meetings to meet with key stakeholders
• Communicate effectively with stakeholders and customer representatives
• Serve as the primary point of contact for program-related issues and resolution of issues for key stakeholders and customer representatives
