Role Description Key Role Responsibilities: This role will be the State’s principal technical solution architect working in collaboration with the OAKS customers, Managed Services Provider (MSP) IBM, key internal IT and Security organizations, and other critical vendor partners (e.g. Oracle, IBM, Tableau, Kronos) to help:

  • Define Oracle/PeopleSoft system strategies to best enable business requirements defined in enhancement requests, project requests, system upgrades, and bundles/patches
  • Monitor and troubleshoot the technical performance of the OAKS systems
  • Review both infrastructure and application capacity planning metrics and recommend options and actions
  • Participate, coordinate and drive P1 and critical application and infrastructure incidents
  • Participate, coordinate and drive Disaster Recovery (DR) drills and work with MSP vendor to keep the DR plan up-to-date
  • Help develop solution architectures, technical work plans and estimates for planned projects (e.g. upgrades, bundles, platinum patching, cloud migration strategy and options etc.)
  • This role will also be expected to approve technical aspects of break/fix approaches, planned enhancements, MSP contract change requests, deliverables review and architecture strategies and approaches necessary for driving ongoing performance management, capacity planning, security compliance and cloud migration options/strategies. This position will be a key point of contact with core software and infrastructure vendors (e.g. Oracle, IBM, VMware, Tableau, Kronos) providers regarding technical platform, capacity planning and incident case management. This position will also be looked upon to bring research and recommendations to the OAKS team to continually improve the current applications and infrastructure systems environments.

  • Experienced in Oracle Fusion Middleware SOA suite of products and architecture
  • Experienced in various delivered and custom SSO and Security Automation solutions
  • Experienced in PeopleSoft Applications (HCM, FSCM, EPM, CRM, ELM, Portal) and PeopleTools Architecture, System Administration and Upgrades
  • Experienced in BI practice and relevant technologies (Warehouse reporting, Data Mapping, ETL Strategies)
  • Experienced in IBM Cognos Architecture, System Implementation and Upgrades
  • Experienced in Tableau System Architecture, Implementation and Upgrades
  • Experienced in Kronos System Architecture, Implementation and Upgrades
  • Experienced in Performance Testing Tools (e.g. Load Runner, Rational)
  • Well-versed with Big Data and Data Lake concepts and solutions
  • Public Sector experience
  • Application management/outsourcing experience
  • Excellent verbal and written communication skills
  • Ability to interface and resolve issues across all levels of an organization
Preferred Education
  • College degree in Computer Science or Information Systems
  • Project Management Professional (PMP) certification
  • Certified PeopleSoft Technical Consultant
  • Oracle PeopleSoft Application and Technical training courses (please list)

Required Soft Skills Mandatory: Each vendor candidate responding to this solicitation must demonstrate the following experience:

  • 15+ years related Oracle PeopleSoft Application experience
  • 10+ years related Oracle PeopleSoft Technical Architect experience
  • 10+ years related Oracle PeopleSoft Technical hands-on System Administration experience
  • 8+ years Public Sector ERP experience
  • 8+ years Business Intelligence solution/architecture design and System Administration experience
  • 8+ years hands-on PeopleSoft implementation or upgrade experience
  • 5+ years primary production and disaster recovery site operations experience
  • 2+ years of Service Oriented Architecture (SOA) implementation experience
  • Expert with Technical Architecture and Systems Configuration in a HA, Oracle Engineered Systems (OES) x4-2 and x5-2 Exalogic, Exadata, ZFS, x86 OVMM and VMware, RedHat Linux, Oracle Enterprise Linux (OEL) and Windows environment
  • Expert with Oracle Engineered Systems (OES) architecture (e.g. OTD configuration, Infiniband private network, Internal LDAP and ZFS configuration options) capability and capacity planning
  • Proficient in PeopleSoft Application PUM image, PeopleTools Upgrade and continuous improvement processes (PeopleSoft Change Assistant, Data Mover, and associated toolsets)
  • Experienced in technical leadership and strategy development in a Fortune 500-sized organization
  • Demonstrable understanding of architectural principles and best practices
  • Experienced in developing technical documentation on applications and infrastructure systems
  • Proven ability to work with and provide technical directions to technical application, infrastructure (e.g. Network WAN/LAN, Load Balancer, Firewall) and business-oriented teams
  • Experienced in developing comprehensive technical strategy deliverables for both an application and infrastructure environments
  • Experienced with interface batch architectures and third-party “bolt on” applications that commonly integrate with PeopleSoft applications systems (e.g. EDI, FTP, Integration Broker Web Services, UC4, Tumbleweed, etc.)
  • Experienced in an Outsourced/Managed Services environment
