Position Description – Description of Duties

Experience Requirements:
. Overall IT Experience - 10 years
. Experience with building enterprise level IT systems – 5 years
. Experience with business process reengineering and change management – 5 years
. Experience with planning tool and grants management systems (Not required but HIGHLY appreciated).
. Experience conducting Facilitated Workshops for requirements analysis - 5 years
. Experience developing Business Requirements - project initiation document, what the needed achievements will be, and the quality measures - 5 years
. Strong organization and writing skills. Experienced developing graphic representations of complex business processes. (No specific required years)
. Technical Analysis for enterprise systems. (No specific required years)

A description of the team the candidate will be working in.
The candidate will be needed through the entire life of the project. During the first phase of the project the candidate will perform a business analysis and come up with a vision of how the system can be developed and what functionality it should offer. They will analyze the impact on current ODE systems and analyze the integration points.

The candidate will lead a minimum of 7 workgroups comprised of various program office representatives whose charge will be to provide information for the candidate to complete his analysis.

The candidate will be responsible for providing project updates, bringing questions and recommendations to the Steering Committee.

The candidate will have a Technical Writer assisting who will be responsible for documenting the findings.

The end goal of phase 1 of the project will be to develop the product vision and detailed business requirements. Technical analysis of the proposed system including cost, integration points, and timeline will be developed as a part of this phase. These documents will be used as the guiding documentation for the implementation phase.

During the second phase of the project, the candidate will act as a liaison between the Program Offices, Steering Committee and the vendor to ensure the system is built as designed and intended by ODE. The candidate will remain on the project through system implementation.
