There will be the occasional travel to MARCS locations in the State of Ohio. Possibly once or twice a quarter. Some could be overnight.
Requirement Description: 
The State and Local Implementation Grant Program is federally funded to provide support for the implementation of FirstNet, a nationwide public safety broadband network.

This grant commenced in September of 2013 and is scheduled to end March of 2018.  There are, however, efforts underway to extend or fund the program until 2021.

The Project Manager on this date forward will not only need to manage grant dollars, but also manage several consultants to the project, as well as ensure the state of Ohio completes its match contributions.  The Project Manager also has primary responsibility for outreach and education throughout the state regarding the network.

The Project Manager must have experience with public safety as well as training.  Public safety can be defined as law enforcement, fire or emergency medical services.  This is necessary so that the manager can understand the requirements and needs of public safety personnel as well as the technology behind the network.  They will need to liaison with FirstNet officials, network carrier AT & T, Ohio government officials as well as peers across the nation.

Currently, there is a part-time budget analyst in the program who assists in the preparation of budgets, reports and match contribution tracking.
This phase of the program is a critical one, with state plan drafts arriving in June and final drafts in October for how the network will be built in Ohio.

Interview:

During the interview process with the MARCS staff, the resource consultant must demonstrate competence/experience in their specific area(s) of project assignment. The resource’s experience must also be documented for review and verification. Offered resources not showing technical or functional competence/experience will be sufficient reason to reject the Offeror’s proposal. It is the responsibility of the Offeror to pre-screen their candidates to ensure compliance.

Strong communication/ leadership skills.
Strong influence, collaboration and negotiation experience.
Ability to collaborate with supporting resources across business and/or functional lines.
Have excellent oral and written skills/possess strong meeting and work session facilitation skills.
Have the ability to work independently and as part of a team, the ability to manage time and resources to meet assigned deadlines.
Have strong understanding of prioritization stemming from the elicitation of system and/or user requirements.
Have excellent organizational skills, proven analytical, planning, problem solving, and decision-making skills.
Must be knowledgeable in the English language/speak clearly and understandably use the English language.
Mandatory Requirements/Time or Related Experience:

5 or more years of experience in the following areas:
5 years of experience with first responder communications
Experience training first responders in technology or network projects or initiatives
Experience working with LTE technologies and the devices connecting to it.
Budget experience pertaining to Grants
Experience building and maintaining relationships with key stakeholders and customer representatives
Experience tracking the program process against the program plan
Experience coordinating and presenting proposals to agencies as necessary
Experience with project compliance with standards and procedures.
Responsible for the capture and reporting of required program management metrics.
Responsible to tailor and baseline all program templates.
Develop and facilitate achievement of program service commitments and performance metrics.
Ensure that tasks provide value and support the strategic direction of the program and meet service commitments; conduct reviews with agencies.
Accountable for the final program management evaluation review with stakeholders for approval upon program completion.
Communicate effectively with customers and software / hardware suppliers supporting the State as appropriate.
Identify and track issues.
