Role:
Resource to provide leadership and support through the agency’s transformation from waterfall project management methodology to the agile approach through information Technology transformations initiatives.
Requirement Description:
Services Overview

The project approach will be in alignment with the agile approach and will work as a series if six iterative work packages. Each of these iterations are expected to be specifically deigned to encompass 2 weeks of work (80 hours per iteration). The specific tasks that will be performed within each iteration will be mutually agreed upon at the beginning of each iteration cycle. The specific type of work that is expected to be completed will include work across the following business areas.
Agile Leadership and Caching
Team development and Mentoring
Organizational Change Management
Organizational Planning
Interview:
During the interview process with the TAX staff, the resource consultant must demonstrate competence/experience in their specific area(s) of project assignment. The resource’s experience must also be documented for review and verification. Offered resources not showing technical or functional competence/experience will be sufficient reason to reject the Offeror’s proposal. It is the responsibility of the Offeror to pre-screen their candidates to ensure compliance.

1. Strong communication/ leadership skills.
2. Strong influence, collaboration and negotiation experience.
3. Ability to collaborate with supporting resources across business and/or functional lines.
4. Have excellent oral and written skills/possess strong meeting and work session facilitation skills.
5. Have the ability to work independently and as part of a team, the ability to manage time and resources to meet assigned deadlines.
6. Have strong understanding of prioritization stemming from the elicitation of system and/or user requirements.
7. Have excellent organizational skills, proven analytical, planning, problem solving, and decision-making skills.
8. Must be knowledgeable in the English language/speak clearly and understandably use the English language.
Mandatory 5 Years of experience in the following areas:
1. Experience in Public Sector processes including finance
2. Experience in Public Sector processes including supply chain management
3. Experience in Public Sector processes including human capital management
4. Experience in Public Sector processes including change management
5. Experience in Public Sector processes including risk management
6. Experience in development of policies and procedures
7. Experience with business process improvement projects
8. Possess excellent communication, negotiation and problem-solving skills
9. Able to work with a diverse set of individuals
10. Technical leadership
11. Experience with agile project management methodology
Desired Skills/Time:
1. Experience as a Public Sector Chief Information Officer
