Requirement Description:
The Department of Administrative Services requires a Business Analyst for the Enterprise eLicense 3.0 project. This position will work as part of a larger project team (state project team, system integrator, independent advisor) and the customers (Boards & Commissions) that are migrating into the eLicense 3.0 system.

Job Duties:
• Understand and document current and to-be business processes and flows,
• Identify and document requirements and user stories,
• Work with developers to ensure successful implementation of documented requirements,
• Write and execute test scripts and test scenarios,
• Assist with future plans for enhancing the process to onboard future customers (agencies, boards, commissions),
• Lead subject matter experts (SMEs) from customers during user acceptance testing (UAT),
• Work with the customers to assure their understanding of the application being implemented.

Interview:
During the interview process with the DAS staff, the resource consultant must demonstrate competence/experience in their specific area(s) of project assignment. The resource’s experience must also be documented for review and verification. Offered resources not showing technical or functional competence/experience will be sufficient reason to reject the Offeror’s proposal. It is the responsibility of the Offeror to pre-screen their candidates to ensure compliance.

• Have excellent oral and written skills/possess strong meeting and work session facilitation skills.

• Have strong understanding of prioritization stemming from the elicitation of system and/or user requirements.
• Have excellent organizational skills, proven analytical, planning, problem solving, and decision-making skills.
• Must be knowledgeable in the English language/speak clearly and understandably use the English language.

Mandatory Requirements/Time
• 10+ years of relevant experience
• Experience serving as Business Analyst (BA) or Business Process Analyst (BPA) on large, enterprise commercial-off-the-shelf (COTS) implementations (e.g. PeopleSoft, SAP, Oracle Fusion, Salesforce, ServiceNow),
• Experience working with business customers to gather requirements and user stories,
• Experience working on projects using Waterfall and Agile software development methodologies,
• Experience developing and executing test cases,
• Experience tracking requirements through entire project lifecycle to ensure satisfactory implementation,
• Experience developing and evaluating training material,
• Ability to troubleshoot application issues and business problems and develop solutions,
• Strong oral and written communication skills required,
