Program Manager 5 - OAKS Enterprise State Training Lead Position

This position is expected to be a multi-year position. If Candidate is not local they will need to relocate to Columbus or surrounding

Mandatory:
- At least 4 years of experience in designing, developing, or implementing IT-related training projects
- At least 2 years of experience managing an enterprise learning program
- At least 2 years of experience working within a highly matrixed organization
- At least 1 year of experience updating and managing IT training environments
- At least 1 year of experience working with Oracle User Productivity Kit (UPK) software

Preferred:
- At least 2 years of PeopleSoft experience
- Instructional design certification
- Working knowledge of media technology, instructional design theory, and best practices in online education, learning theory, instruction delivery models, technology tools, technology infrastructure, quality control, and metrics
- Excellent project management skills and experience with project processes and procedures, as well as documentation and reporting
- Experience with report creation, web design, and web-based content management tools
- Experience integrating and administering social learning and development solutions with learning management systems (LMS) and learning content management systems (LCMS)
- Experience administering and providing support for virtual classrooms or virtual labs

Preferred Education:

Bachelor’s degree, with a concentration in instructional technologies, instructional design, organizational training, corporate education, or equivalent; master's degree is preferred

Role Description:

Establish and implement statewide learning standards for the Ohio Administrative Knowledge System (OAKS)
Create and implement an enterprise learning Oracle User Productivity Kit (UPK) program strategy
Manage multiple training development and delivery projects by working with other training leads and developers
Develop and execute a plan to manage multiple training environments
Serve as an expert in learning and development technologies and platforms
Work with program consultants and curriculum managers to identify target learners, determine educational needs, and recommend best delivery modes for learning and development programs
Oversee and/or develop specialized UPK learning curricula and courses for OAKS
Define and enforce standards for learning deliverables
Define and execute OAKS learning technology plans, learning development plans, and learning delivery plans
Evaluate effectiveness of learning programs and provide performance metric recommendations
Provide leadership and implementation expertise related to tools to support learning performances (e.g., UPK, RoboHelp, portals).
