20% of Total Work Effort: Candidate will be responsible for overseeing the HCM implementation testing effort (must have 5+ years of experience with large-scale PeopleSoft HCM design as well as implementation)
20% of Total Work Effort: Candidate should have proven work experience participating in Business Process Design workshops (will be responsible for transitioning results into requirements)
40% of Total Work Effort: Candidate will be coordinating test tasks (candidate should have proven work experience in all phases of testing, review, coordination, and confirmation of results)
20% of Total Work Effort: Will be responsible for validating test results in accordance with OAKSenterprise RTM(Requirements Traceability Matrix) and should have proven work experience with RTM

Quality Assurance Specialist 4 (HCM)

Ohio Department of Transportation Division of Information Technology

The candidate will be supporting The Ohio Department of Transportation’s OAKSenterprise project.

The Human Capital Management (HCM) Quality Assurance Specialist 4 (QAS) will be working on behalf of the State on a complex, multi-year engagement. The selected HCM QAS will be working with the business and configuration teams to ensure that the requirements formally documented in the Requirements Traceability Matrix (RTM) are validated and implemented in accordance with the Ohio Department of Transportation’s (ODOT) needs.

Education:

4 year college degree or equivalent technical study.

Technical Skills:

REQUIRED:

At least 6 years’ experience with software design, development and testing

At least 4 years’ required experience with large-scale PeopleSoft HCM design and implementation

At least 2 years’ experience hands-on expertise with Microsoft Office products including Project and Visio

Demonstrable outstanding verbal and written communication skills

PREFERRED:

At least 2 years’ experience with public sector IT projects

At least 2 years’ experience using Taleo

Role Description:

  • Be conversant with the contract’s functional requirements and ensure vendor compliance throughout all phases of the program.
  • Participate in Business Process Design workshops and confirm results from workshops are accurately transitioned into requirements.
  • Ensure that the OAKSenterprise RTM is complete and that the disposition of all requirements is accurately documented.
  • Confirm the validity, continuity and acceptance of requirements’ disposition throughout the Software Development Lifecycle (SDLC) process – Design, Build, and Test.
  • Ensure that test scenarios and scripts are accurate and comprehensive to completely validate all OAKSenterprise requirements.
  • Confirm that test scripts are appropriately defined, maintained, and updated throughout the System and User Acceptance Test phases.
  • Validate that RTM requirements tie back to test scripts and confirm that all requirements have been successfully tested.
  • Review, coordinate, and confirm the results of all phases of testing.
  • Provide detailed review of deliverables for quality, technical accuracy and requirements compliance.
  • Perform quality reviews as appropriate and needed with State participants and the contractor.
  • Communicate all RTM modifications to project managers, business owners, stakeholders, and the program management office.
  • Build and maintain relationships with program stakeholders, subject matter experts, and contractor representatives.
  • Anticipate risks and issues and proactively address them.
  • Effectively work and communicate with all parties participating on the program.
  • Cooperate with, support the goals of, and execute direction with the State’s executives and managers.
  • Conduct and participate in meetings in accordance with high professional standards and effectiveness.
  • Protect the State’s best interests in all work performed.
  • The ideal candidate will have the skills specified below:

    • Detailed understanding of processes which support the software development lifecycle.
    • Experience identifying and resolving issues with software quality.
    • Experience with quality assurance roles and responsibilities.
    • Experience with process improvement and procedures.
    • Hands-on experience with performing and managing software QA phases and reviews of work products.
    • Strong analytical skills and detail oriented.
    • Strong communication skills; both written and spoken.
    • Ability to work effectively in a team environment.

    Day-to-Day responsibilities include but are not limited to:

    • Complete tasks identified in the project plan.
    • Participate in Discovery and Design sessions and ensure that requirements are met in accordance with the State’s intent and are accurately documented in the RTM.
    • Ensure decisions are being communicated to key project resources.
    • Ensure that configuration and design decisions do not negatively impact the operational OAKS environment.
    • Trace all requirements to their corresponding configuration and/or design documents and validate that requirements are fully met.
    • Trace all requirements to their corresponding test scripts and validate that scripts fully test the requirements.
    • Work with Application Teams during pre and post assessment periods.
    • Identify and mitigate program risks
    • Identify and resolve program issues.
    • Track and monitor process and work product improvement opportunities.
    • Ensure that defined processes are followed.
    • Resolve conflicts with sensitivity and tact.
    • Effectively coordinate tasks and communicate with contractor, program staff, and stakeholders.
