Coast Guard updates for WIS

Candidate Requirements

The Watercraft Information System (WIS) application is Power Builder v12.1 deployed on multiple Windows 7 clients. The WIS application goes against an Oracle v12 database.

Requirements:

• Must be a senior programmer with no less than 10 years overall programming experience
• Must have no less than 6 years experience Developing Application in Power Builder v11.0 or higher.
• Must have no less than 6 years experience designing Power Builder apps with Oracle 11 or higher as a database platform.
• Must have experience deploying Power Builder apps to Windows 7 and Windows 10 clients.

Description of Duties

WIS upgrades are needed to make ODNR Watercraft to be in compliance with the federal requirements set forth by the United States Coast Guard. The newly Coast Guard verbiage and definitions that pertain to a vessel registrations and/or a vessel components are needed for Ohio to meet the federal guidelines and to be the same as all 50 states.

1. The WIS application has a field used for ‘Type of Use’. The valid values need to be modified.

• We have commercial fishing, commercial passenger, commercial other, pleasure, and rental (possible word change to some of these only)
• Would need to add charter fishing
• Would need to remove Fishing, Skiing, Racing
• Dealer or manufacturer demonstration currently handled on dealer License/Certificate*

*may need additional attention.

• Include data conversion if necessary.
1. Add the field for Model to the registration side of the application.
   • It is in ODNR_WATERCRAFT but doesn’t appear anywhere on registration side.
   • Add the field to all reg screens, card and printing functionality.
2. The WIS application has a field used for ‘Type of Boat’. The valid values need to be modified.

• We have cabin, open, canoe/kayak, personal watercraft, pontoon, row boat, sail and other (some wordage change required)

• Would need to add air boat, auxiliary sail, houseboat, inflatable boat
• Include data conversion if necessary

4. The WIS application has a field used for ‘Hull Material’. The valid values need to be modified.
   • Change inflatable to rubber/vinyl/canvas.
   • Include data conversion if necessary.
5. The WIS application has a field used for ‘Propulsion Type’ the valid values need to be modified.
   • We have air, hand powered, sail, jet (just word change for these)
   • Add propeller and other
   • Remove outboard, inboard, I/O (these would now all fall under propeller)
   • Include data conversion if necessary.
6. Add the field for Engine Drive information to the registration side of the application.
   • Create and link through the registration screens, card & printing functionality.
   • Include the edit tables values for; ‘‘inboard’’, ‘‘outboard’’, ‘‘pod drive’’, ‘‘sterndrive’’, or ‘‘other’’.
7. Include ‘Fuel’ to registration card printing.
8. Redesign Registration Card to allow the printing of the new information.
9. Increase the length of the Driver’s License field
10. VOIDs are posing a problem when posting registrations.
11. Include the 1.1A and ALTDECAL. These form types are not being recognized and therefore the numbers are not print through the New Reg and Maintenance screens.
12. Increase length of characters allowed in the Driver’s License field
13. Allow the issuing of Alternatives through the E-Renewal/Mail Renewal processes.
14. Allow the renewal of an Alternative without an application number.
15. Modify application to allow certain users within a role to change passwords of Oracle users. Provide screen to allow the change.
16. Print Phone Number and Email on registration print.
17. Fix the AltDecal functionality on Issue Consignment/Bond Report Status.
    • ALTDecals are not being included in the bond availability calculation on Issue Consignment or on the Bond Status Report. Is not taking out $22.00 for each outstanding ALTDecal, is ignoring that form Type all together.
18. Perform necessary changes to the following process to reflect the above changes. The changes may require changes to stored procedures/packages within the Oracle database.

    • Registration Scan Process
    • Administration Process
19. The WIS Power Builder Application will be deployed on both Windows 7 and Windows 10 PCs. We will need the application tested and provided for both Windows versions.
