Job Title: Health and Human Services Tester – TS4

Scope of Activities:
• Adhere to existing QA processes
• Act as key point of contact for all QA aspects of releases, providing test services and coordinating QA resources internally and externally.
• Create and Provide feeback on test cases, scripts, plans and procedures (manual and automated). Responsible for executing them.
• Diagnose defects and track them from discovery to resolution.
• Ensure all testing work is carried out in accordance with the Testing Plan, including schedule and quality requirements
• Provide feedback to the Systems Implementer on the implications of testing outcomes on the systems
• Respond to all requests from stakeholders in a timely professional manner.
Skills and Credentials:
• Understand program, policy, practice and business operational functions within state or local government health and human services - Mandatory
• Experience with Health and Human Services – Mandatory
• 5 years direct experience in overseeing the design, development, and implementation of testing standards.
• 5+ years direct experience leading large software testing efforts major application integration and/or major application product release.
• Experience planning and executing tests in phased and agile approaches.
• Direct hands-on experience with ad hoc query programs, automated testing tools, and reporting software.
• Extensive practical knowledge in importing data for use in report software, spreadsheets, graphs, and flow charts.
• Experience using IBM Rational Team Concert/Quality Manager for script and defect management - Preferred
• Understanding of existing QA best practices and methodologies to design, implement and automate processes
• Experience coordinating with external QA resources
• Detailed and effective written communication skills for documenting the features tested and bugs found
• Highly organized, detail oriented, extremely responsive and able to prioritize a large number of tasks
• Self-motivated, works well independently and with others

Education & Experience
• College diploma or university degree in software engineering, computer science, or business administration and/or 5+ years equivalent work experience.
