Please ensure resumes accurately reflect past work experience, specifically related to OCM and software implementation experience. Additional details: Candidates should have experience in establishing OCM Centers (BPR, agency readiness, and training activities)

This posting will be working for DAS on a DOT Oaks Project.
The initial assignment will last one year, with likely extension of additional 6 months. After, an additional year extension is likely.

Minimal travel will be required, but not reimbursable. Rates should be all-inclusive. Candidates will be using their own laptops. Candidates will be working onsite M-F for the entire duration of the assignment.

PROSCI CERTIFIED CHANGE PRACTITIONER REQUIRED. Candidates without PROSCI certification will not be considered. Organizational change management experience is required.
PMP is mandatory.
Onsite interviews are no longer a requirement. Agency is willing to conduct Skype interviews. Utilize the bid comment to briefly explain candidate's situation.

The State recognizes that some aspects of the role, responsibilities and experience requirements are beyond the typical Project Manager PM5. Considering the unique needs for this position, candidates exceeding this rate will not necessarily be excluded from consideration.

OAKS Agency Engagement Program Lead (Change Management)
Mandatory (Candidates that do not meet or exceed will not be considered)
- 10+ years of organizational change management experience (Candidates that do not meet or exceed will not be considered)
- Prosci-certified Change Practitioner (Required! Candidates that do not will not be considered))
- At least 10 years of business consulting experience (Candidates that do not meet or exceed will not be considered)
- At least 10 years of software implementation experience (Candidates that do not meet or exceed will not be considered)
- Actively PMP certified (will verify, Candidates that do not will not be considered)
- PeopleSoft implementation experience (Candidates that do not will not be considered)

Preferred:

 

  • At least 5 years of project management experience.
  • Government or higher education experience.
  • Lean Six Sigma experience.

 

  • Bachelor's or master's degree in marketing, communication, journalism, business or related field.
  • Establish an OAKS Agency Engagement Team with a written vision, mission and objectives.
  • Establish a core OAKS Agency Engagement Leadership Team with documented roles and responsibilities.
  • Create and manage enterprise OCM strategy, which includes the State’s recommended approaches for communication, business readiness and training.
  • Provide strategic direction for project OCM agency engagement team resources.
  • Develop and document enterprise onboarding standards that will govern agency engagement, process standardization, communications, and training.
  • Lead and support the planning and execution of the communication strategy, training strategy, and agency readiness activities.
  • Actively coach leaders who are change sponsors.
  • Identify resistance and performance gaps, and work to develop and implement corrective actions.
  • Work through key organizational sponsors/leaders to ensure change management plans are implemented successfully.
  • Work with project manager and State OCM lead to integrate key change management activities into the overall project plan.
  • Ensure that leading practice OCM agency engagement standards are recommended and implemented.
  • Resolve issues that are raised by the OCM agency engagement project teams.
  • Present at agency liaison meetings.
  • Report business and agency readiness to OAKS leadership and sponsors.
