This posting will be working for DAS on a DOT Oaks Project initially, then other agencies at the State.
The initial assignment will last one year, with likely extension in additional 6 month increments.

Minimal travel will be required, but not reimbursable. Rates MUST BE be all-inclusive. Candidates will be using their own laptops. Candidates will be working onsite M-F for the entire duration of the assignment.

Onsite interviews are no longer a requirement. Agency is willing to conduct Skype interviews. Utilize the bid comment to briefly explain candidate's situation.

PROSCI CERTIFIED CHANGE PRACTITIONER REQUIRED. Candidates without PROSCI certification will not be considered. Organizational change management experience is required. Do not submit candidates without OCM experience. PeopleSoft HCM Experience and software implementation experience also REQUIRED.

The State recognizes that some aspects of the role, responsibilities and experience requirements are beyond the typical Project Manager PM5. Considering the unique needs for this position, candidates exceeding this rate will not necessarily be excluded from consideration.

OAKS Enterprise Rollout HCM Lead

Mandatory:

  1. At least 10 years of organizational change management experience.
  2. Prosci-certified Change Practitioner.
  3. At least 10 years of business consulting experience.
  4. At least 10 years of software implementation experience
  5. At least 2 years of experience with PeopleSoft HCM

Preferred:

  1. At least 5 years of project management experience.
  2. Government or higher education experience.
  3. PMP certification.
  4. Lean Six Sigma experience
  5. Learning Management Solution experience.

 

Bachelor's or master's degree in marketing, communication, journalism, business or related field

 

Role Description

  1. Develop organizational change management strategies for OAKS Enterprise Rollout Human Capital Management-related projects
  2. Develop and document enterprise rollout project standards that will govern agency engagement, process standardization, communications, and training.
  3. Lead and support the planning and execution of the communication strategy, training strategy, and agency readiness activities.
  4. Identify change impacts for statewide rollout of new functionalities.
  5. Identify resistance and performance gaps, and work to develop and implement corrective actions.
  6. Create an enterprise learning program strategy by working with executive sponsors.
  7. Work with business leads and curriculum managers to identify target learners, determine educational needs, and recommend best delivery modes for learning and development programs.
  8. Work with project managers and State OCM lead to integrate key change management activities into the overall project plan.
  9. Ensure that leading practice OCM agency engagement standards are recommended and implemented.
  10. Resolve issues that are raised by the OCM agency engagement project teams.
  11. Present at agency liaison meetings.
  12. Report business and agency readiness to OAKS leadership and sponsors.
