Ohio Department of Transportation is looking for a Product Specialist 4 to support various technologies, listed in the attached document.

This posting was opened to the MBE Vendor List, initially. Two interviews were conducted, but those candidates were passed on. Re-opened to the entire Vendor List, set to expire Friday. Ideal candidate would have both backgrounds, and can bridge the gaps between GIS users and IT, with the ability to speak both languages and turn GIS staff ideas into real, working standards environment within the ODOT infrastructure.

Preferred but not required, The ideal candidate will have 8+ years’ experience as a GIS analyst while demonstrating experience/knowledge of enterprise and IT best practices/standards”

4 year college degree or equivalent technical study

Looking for someone PROFICIENT in Arc GIS products and the use of Python

The ideal candidate would have the technical qualifications specified below

Experience administering and using ArcGIS for Server 10.1 – 10.3.1 for use with the ESRI Collector for ArcGIS app in an editing workflow with data collection

Familiarity with using the Collector for ArcGIS app to perform data collection

Knowledge of ArcGIS as an enterprise solution and ability to assist with system integrations

Experience developing, publishing, administering and using REST services with ArcGIS for Server

Experience developing, administering and using ArcGIS Online users, groups, data and maps

Experience administering and using ArcGIS for Server 10.1 – 10.3.1 for use with GIS web applications and daily user usage for visualization, query and analysis needs

Familiarity with the use of WebAdaptors for ArcGIS

Experience creating python scripts for use with ArcGIS

Familiarity with using the Data Interoperability tool to create database connections

Experience developing, testing and implementing ETL’s with ArcGIS Model Builder

Experience using ArcToolbox and custom python tools for data manipulation

Familiarity with Google Earth Pro and doing data review/testing in it

Understanding of ESRI ArcSDE and the SDE system tables

Ability to write SQL scripts for use in ArcGIS and database tools

Knowledge of SQL Server database design, user permissions and capabilities in an enterprise

Understanding of Oracle database design, user permissions and capabilities in an enterprise

Ability to thoroughly document data, databases, servers, users, permissions, system architecture and use cases

Ability to perform end to end solution testing from the data, to system architecture to user expectations

Ability to translate business requirements into IT solutions to meet needs while conforming to IT standards and best practices

Experience with managing monitoring tools and performing analysis on results for troubleshooting, enterprise scaling, and usage

Ability to manage and administer users, permissions and applications on Windows Server 2008/R2/2012

Understanding of enterprise system architecture, load balancing and networking

Day-to-Day Responsibilities would include:

1) ArcGIS Server
2) OGC compliant web services (WMS primarily)
3) Understanding of base map services (multiple data layers being added/removed/resized at various scales providing cleanest user interface)
4) Possibly the ability to leverage enterprise databases to create a base map and publish it into ArcGIS Server in the correct format
5) Ability to identify and troubleshoot web service issues (data not displaying or displayed incorrectly, performance concerns, etc.)
6) Ability to read XML, http, logs or other metadata files to assist with identifying issues that can range from spatial data projections to network routing
7) Experience using desktop and web GIS applications for data visualization and configuration (may need to look at base map data in ArcGIS Desktop, ArcGIS Online, GAIA, etc.)
8) Experience working with spatial projection libraries and ability to identify what’s being used or needed

9) Experience re-projecting data sources, as needed, to produce what is needed for the system
10) Knowledge of GIS and IT industry best practices and standards to be applied to all aspects of any solution
