Agency Background | The Division of Liquor Control is responsible for controlling the manufacture, distribution and sale of all alcoholic beverages in Ohio. Spirituous liquor (intoxicating liquor containing more than 21 percent alcohol by volume) is sold in Ohio through more than 460 private businesses, known as contract liquor agencies.
Our regulatory functions include the issuance of permits to the state’s approximately 25,000 privately owned and operated manufacturers, distributors and retailers of alcoholic beverages. The Division also regulates industry compliance with the laws pertaining to the manufacture, importation, and distribution of beer, wine and mixed beverages containing 21 percent or less alcohol by volume. The Division also registers more than 63,000 beer, wine and low-proof products for sale in Ohio. |
Overview | The Division’s liquor retail sales exceeded one billion dollars during fiscal year 2016.
The Division of Liquor Control Licensing Section processes approximately 24,000 liquor permits annually and has more than sixty types of liquor permits. The processing of applications for liquor permits is performed within a mainframe application using VSAM files for data storage (acronym “CICS”) and a collection of applications for imaging/capture, document generation, basic workflow management and data exchange with CICS, which is known as LITS. |

Purpose of the Senior Business Analyst Contract | The 3 primary functions of the Business Analyst would be as follows:
Acts as lead worker (i.e., provide work direction & training) over lower-level statisticians & statistics clerks. & computes Evaluates reliability, validity & timeliness of statistical reports, develops new sampling techniques & record keeping procedures, designs new forms & tables to improve quality & usefulness of statistical analysis. Writes correspondence & reports to present statistical information & to respond to inquiries from supervisor & general public; computes basic & moderately complex statistics as necessary in absence of lower-level statisticians or as needed. Assists lower level statistician in sorting & coding all new liquor items into designated categories; analyzes & calculates data (i.e., delisted items, added sizes, new items, post-offs, etc.); uses CICS & Lotus applications to input & calculate prices; insures accuracy of prices & coordinates with Management Information Systems Division in preparation of pricing material. Researches, analyzes & keeps statistics concerning liquor sales & makes necessary changes to the computer file relating to the data gathered; maintains workflow necessary to process all brand changes/additions in a timely manner to insure proper pricing in the liquor outlets & correct sales prices to customers; validates pricing material sent out to all liquor outlets. Establishes departmental policies & procedures concerning pricing material for Agency Operations; responsible for reviewing & analyzing programs for improved efficiency & cost savings to the Division. Performs related duties as assigned. |
Position Description for Senior Business Analyst | The senior Business Analyst drives the creation of a documentation methodology and framework and maintains proper methodology for purposes of consistency and efficiency. This role prepares and/or maintains documentation pertaining to programming, systems operation and user documentation. This position translates business specifications into user documentation. The senior Business Analyst plans, writes and maintains systems and user support documentation efforts, including online help screen. This position is familiar with a variety of the field's concepts, practices and procedures. A wide degree of creativity and latitude is expected.
