Top Skills Needed:
8 years' verifiable experience as full-time delivery project manager.
4 years’ verifiable and demonstrable experience working directly with end-users to define requirements and provide technical advice and assistance in a large-scale environment.
2 years’ verifiable and demonstrable experience in Business Process Re-engineering.

Requirement Description:

The selected Program Manager will be responsible for the following
Innovate Ohio projects at the Ohio Department of Public Safety:
Law Enforcement Apps:
- State of Ohio Law Enforcement Virtual Exchange is a software
in development to combat drugs and narcotics problem.
- Work with Business Unit and IT team to manage the project.
- OSHP has OTIS software that is currently in redesign phase to
manage and report Highway Patrol’s workflows, including
maintaining crash, citation and case records.
- Coordinate Project tasks including working with BA’s
requirements collection, implementation and testing.
- Maintain project timelines, scope and cost throughout the
entire project lifecycle.
- Report periodic project status updates to management.
Road Scholar:
- Road Scholar is a recently approved project where the Driver
Examiners will be using a tablet to administer and track the
driving tests instead of paper/pencil. This data is being
captured real time and will be batched to Innovate Ohio for use
by external entities and other agencies
- Work with vendor (ITI) on hardware specs
- Work with Purchasing to procure all tablets including 4g
- Coordinate rollout to all 57 DX locations and 220 examiners
- Coordinate implementation of the hardware (both servers and
tablets) and software
- Coordinate with the BMV, DX and vendor to configure
hardware and software; and then test
- Coordinate testing at each location to determine where
solution will and will not work; for locations where 4g coverage
is spotty, work with vendor on contingency
- Develop and execute rollout schedule
IO Analytics:
- Primary point of contact for working with the DPS business
units and IT representatives to determine the appropriate data
sets to provide to IO
- Coordinate development, testing and execution of work to
provide data sets in an automated manner
- Investigate with IO the analytics tools being used by the State
- Determine best fit for DPS and work with IO to execute
purchase(s)
- Rollout analytic tools to appropriate DPS groups; including
coordinating any necessary training
IOP Digital Identity
- DPS is working with IOP to move one application, Dealers, to
the IOP. DPS used the self service tool (project is on temporary
hold as DPS team members work on ONIC, SOLVE and
eWarrants)
- Become the primary point of contact for moving additional DPS
apps to the IOP
- Coordinate with DPS team members and IOP to execute the
work, test the applications and move to IOP

Interview
During the interview process with the ODPS staff, the resource
consultant must demonstrate competence/experience in their
specific area(s) of project assignment. The resource’s experience
must also be documented for review and verification. Offered
resources not showing technical or functional
competence/experience will be sufficient reason to reject the
Offeror’s proposal. It is the responsibility of the Offeror to pre-
screen their candidates to ensure compliance.
The ODPS has estimated that it will require one (1) full-time
resource to provide up 1100 hours in FY20 and 400 hours in FY21 to
complete the work.
