Job Description:
• 5 years management experience with second and third level management roles.
• 8 years working in a technical role.
•Advanced technology skillset with demonstrated history in the following areas: Reference Architecture (Data/ Infrastructure/Application), Application life cycle management, Security/ Risk management, Strategic thinking/ planning and developing roadmaps to lead teams to success, Demand/ capacity management, IT Governance – Consolidation, standardization, documentation.
•Excellent verbal, written communication skills.
•Ability to set a vision and lead managers through expectations and measurable outcomes.
•Works well under administrative direction & requires extensive knowledge of computer science which included coursework in advanced programming language, logic-based mathematics, database concepts, basic data processing concepts, computer systems analysis, programming standards & methods & considerable knowledge of supervisory/ management principles & techniques in order to manage the systems support sections in the Office of Information Technology.
•Supervise subordinate supervisory personnel & assists the Chief Information Officer (CIO) in managing multiple functions and/or multiple projects, maintenance, operations, production and quality control: develops multi-section &/or multi-project policies & establishes overall systems/programming standards, sets project priorities, devises long-range system plans, evaluates &/or selects software &/or hardware for acquisition, directs training of staff & provides technical systems assistance & advice to staff.
•May utilize high-level, complex, computer programming, analysis & design techniques in order to perform project management functions (i.e., on behalf of appointing authority) for multiple &/or sensitive projects (e.g., directs development &/or upgrades &/or determines new system requirements for automated information systems; work with program staff to determine legislative impacts & forecasts system requirements in response; serves as liaison to program areas.
•Serves agency & computer operations as liaison for the CIO (as directed) to six Regional Psychiatric Hospitals (both inpatient and outpatient providers, i.e. Community Support Network) other agencies, community groups, mental health boards, & federal organizations: works with high level government & agency personnel in central office, hospitals, & community to identify/review/assess computer hardware/software/data base needs & assists in identification of acquisitions to meet needs & of program initiatives for implementation purposes; meets with agency & other representatives of mental health programs & with contract personnel & vendors on various issues & to review/resolve problems; makes recommendations relative to programs, operations, & directions.
•Maintains & supervises/manages maintenance of appropriate documentation & reports, provides responses to inquiries, & supplies information on request: assigns/monitors/ approves data base development planning/implementation for appropriate maintenance of electronic information, agency-wide; reviews budget & operations reports & makes recommendations as result/relative to/following up on documentation & reports; develops, prepares, delivers training sessions, informational presentations & speeches; writes reports & position papers & represents office chief in meeting with individuals & groups to respond to questions/challenges resulting from published information.
•Establishes & maintains effective working relationship with users; provides technical advice to users regarding cost, feasibility &/or time for completion of projects; resolves problems, coordinates activities with other departments or sections; attends management-level & other meetings & provides expert advice
