The State of Ohio is seeking a skilled IT Program/Project Manager (PM3) through Knowledge Services with a broad breadth of technical experience and business acumen. This role will support the Program Administrator and have the ability to lead teams in the State of Ohio environment, for high-visibility projects within a matrix resource organization. As a part of the application development team making modifications to, or creating new components for application processes, the Program Manager will participate in activities related to creation and/or modification of SQL processes for backend database processing, .NET user interfaces, and Salesforce components. The Program Manager will focus on project execution, from analysis & design through delivery & closure, with an emphasis on Security as well as collaboration with leadership and external stakeholders.

The Program Manager shall have excellent attention to detail, analytical mind and strong organization and problem-solving skills. The Program Manager shall also be a good team player, strong interpersonal and communication skills combined with self-motivation, initiative, and the ability to think outside the box. Additionally, the role shall be able to effectively communicate relevant project analysis information to team members as well as customers and leadership.

The Contractor will conduct regular evaluations of Deliverables, Work Products, and other evidence of delivery to ensure that State Requirements are met. The contractor will perform regular reviews and active monitoring of project progress against objective and independent milestones, budgets, time scales and quality standards and provide State leadership with an independent assessment as to the performance of the project relative to State established scope, time, budgetary and quality standards.

Preferred Education / Certifications/ Experience:

  • 4-year college degree or equivalent technical study
  • Project Management Professional (PMP) Certification
  • Master of Business Administration
  • Scrum/Agile Certification
  • 7-8 years technical program/project management experience, managing mid to senior level technical resources in a three-tier architecture environment.
  • Experience leading and managing technology staff by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, initiating, coordinating, and enforcing systems, policies, and procedures.
  • Experience creating and managing Project Management Plan components such as Project Charters, Schedules, Risk Matrices and Mitigation Plans, and Communication Plans
  • Experience leveraging both Agile and traditional SDLCS practices with the ability to blend them together in the right proportions to fit a project and business environment. Ability to drive the project using burn down charts and other Agile tools.
  • Experience accomplishing financial objectives by forecasting requirements; preparing and managing the project budget; scheduling expenditures; analyzing variances; initiating corrective action and maintaining formal Change Control.
  • Experience recommending and executing on information technology strategies, policies, and procedures by evaluating organization outcomes; identifying problems; evaluating trends; anticipating requirements. Makes recommendations based on the project and strategic drivers of the Program.
  • Experience with Program/Project Success Factors such as Organizational Change Management, Business / Customer Relationship Management, Journey Mapping, JTBD, and Process Improvement (Lean, Six Sigma).
