Description:

This position will be working as an Ohio Department of Medicaid (ODM) Office of Information & Technology Services (ITS) Senior Architect and will be actively involved in various Ohio Medicaid Enterprise Systems (OMES) modules implementation projects, including integration with Systems Integrator (SI). Additionally, this resource will also work on ITS in-house projects, both as a senior architect and a technical lead. The position will function as a member of the ITS team.

Responsibilities:

  • Works collaboratively with the OMES module Contractor’s Solution Architect and other key project staff in the design, development, and deployment of the solution.
  • Ensures OME (Ohio Medicaid Enterprise) needs for functionality are attained as reflected in the requirements for the solution.
  • Assists in establishing OME policies, standards and procedures for the use and maintenance of the solution.
  • Provides oversight for technology integration and data migration activities.
  • Reviews and provides feedback on OMES module contractor’s technical deliverables to ensure the deliverables are completed with quality.
  • Facilitates and coordinates technical activities among various stakeholders and systems.
  • Designs, develops, and implements applications to provide highly complex, reliable, and scalable applications and systems to meet the business and technical objectives and requirements.
  • Works with business in identifying business needs or problems, conducts research, performs studies and surveys to obtain data, and analyzes problems to advise on or recommend solutions.
  • Establishes priorities and schedules, and oversees and reviews systems design, analysis, and configuration/programming activities.
  • Reviews feasibility studies and time and cost estimates of new or revised systems.
  • Works with stakeholders and management to ensure projects are completed on time and according to organization standards.
  • Assists in development of overall system architecture, including software and hardware.
  • Analyzes, determines, and documents technical requirements and change request impact analysis.
  • Participates in developing a project plan and schedule with key milestones, contingency plans, workflow charts or diagrams, considering factors, such as resource requirements, computer storage capacity and speed, extent of peripheral equipment, and intended use of output data.
  • Lead efforts in designing technical strategy, direction and approach, technical architecture, data architecture, development architecture, performance tuning, performance and capacity analysis, technical standards, technical reliability and flexibility.
  • Design and define overall system technical architecture - including software and hardware within the framework and constraints of technical architecture.
  • Provides technical design expertise, defines what technical requirements are needed to support defined business requirements, participates in detailed design and code reviews, reviews system performance issues, reviews test plans, and provides technical guidance to the development team and test team members.
  • Perform integration of various architectures across multiple systems.
  • Resolve and / or assist in resolving cross application technical issues.

  • Conducts knowledge sharing and/or trains State staff in architecture design, systems analysis, solution design, feasibility studies, programming as needed.

REQUIRED Skill Sets:

  • Required Education: BS/BA degree or combination of education & experience
  • 8+ years of experience in software and infrastructure architecture, system analysis, design, and development, with a minimum of three years focused on large system development and with a fundamental understanding of infrastructure
  • 5+ years of experience as an IT architect (combination of solution architect, system architect, application architect, technical architect, software architect)
  • 3+ years of .Net/C# lead developer experience
  • Expertise in application, data, and infrastructure architecture disciplines
  • Fluency in architecture and design across all systems
  • Knowledge in at least one area of technical architecture
  • Experience in leading and reviewing designs and implementations with senior engineers
  • Experience with infrastructure and solution architecture/documenting architectures
  • Excellent written and oral communication skills with technical and business teams.

DESIRED Skill Sets:

  • 3+ years of experience in Medicaid and/or healthcare systems development projects
  • 1+ years of experience in Salesforce development or Salesforce integration
  • Demonstrate effective leadership, analytical and problem-solving skills
  • Ability to work independently, as well as part of a team
  • Stay abreast of current technologies in area of IT assigned
  • Excellent interpersonal and written/oral communication skills, including ability to negotiate compromise and demonstrate diplomacy in sensitive situations as well as interact effectively with peers and management across diverse cultures and fast-paced environment
