JOB DUTIES IN ORDER OF IMPORTANCE

The Office of the Ohio Consumers’ Counsel (OCC), is located in Columbus, Ohio, and is seeking a Drupal Webmaster/Web Developer as a contract employee for our Public Affairs Department. OCC advocates for Ohioans regarding their residential electric, natural gas, telephone and water utility services. This agency also educates consumers about their utility services. OCC seeks affordable utility bills and reliable utility service for Ohioans and since its inception in 1976, the OCC has secured significant savings for Ohio utility customers in avoided utility charges, helped to create payment assistance programs for low-income customers and worked to establish consumer protections. OCC staff has educated thousands of utility customers about the utility choices available to them and ways to save money on their utility bills.

The Drupal Webmaster/Web Developer will be responsible for formulating an effective, responsive web design and turning it into a working theme. Backend development modules may be obtained and altered by the position incumbent to meet the needs of the agency. In partnership with other agency staff this role would be responsible for maintaining current features, designing and implementing new features and functionality, establishing and guiding the website architecture ensuring high performance in availability and managing all technical aspects of the web CMS. This assignment will also include assessing an upgrade to Drupal 8 with responsibility for implementing that upgrade. This position will also work closely with others to ensure an effective visually appealing intuitive implementation.

This contractor will collaborate with Staff to review and enhance the OCC’s website running on the Drupal 7 platform, troubleshoot and enhance functional features of the website, and review and enhance backend code utilizing Drupal/CSS/PHP/MYSQL by collaborating with the Agency’s Network Engineer. They will work to enhance and improve existing web features and UI elements, analyze and design new or improved web interface and elements to meet current and/or future business requirements that are identified, defined, and documented and conduct detailed alternative analysis and proposals for OCC Management review which will include consultation with OCC Management, technical staff, vendors, and others.

The contractor will provide post-production support for web applications varying in size, and scope, test and implement testing, assess overall system performance and operational efficiencies and oversee performance and load testing when applicable, with the ability to finalize implementation of plans, procedures, and schedules. They must thoroughly understand technical environments and impacts on software execution in order to identify environmental components to be reviewed for adequacy and/or conflicts, communicates, both verbally and in writing, answers on technical topics to assist other technical staff in web development, and present technical topics. Additionally, the contractor will work with high-level IT staff to design solutions that meet the office’s requirements, assist in analysis of solution design, lead design reviews and/or complex initiatives and have expertise in organizational improvement and provide technical guidance on all aspects of web development to other IT Staff as well as provide technical support for website problems and maximize website utilization.

MAJOR WORKER CHARACTERISTICS:

Applicant must have knowledge of various web coding languages and databases, which include but are not limited to PHP/CSS/HTML/XHTML/MySQL/JS, familiarity with both Linux and Windows operating systems for both desktop and server and Drupal 7 and 8 development and maintenance. Mandatory worker characteristics for this position include experience working with principles of organization and project management, demonstrate initiative and act independently, make decisions on a variety of complex matters, experienced oral and written communication tools and techniques, customer support and personal services. They must possess knowledge of office policies and procedures*, applicable laws, vision, mission, and goals of office*, software development principles and methods for design, development, testing, and implementation of new or modified applications, and commonly used query language, mathematic principles relative to assigned area of IT. Knowledge of IT principles, methods, and practices in assigned specialty area, standard software validation and distribution tools and mechanisms are required, as are technical writing and documentation practices, systems performance management, requirements analysis principles and methods, back-up and recovery procedures, interrelationships of multiple IT specialties, cost-benefit analysis methods and IT lifecycle concepts.

Applicant must be skilled in reading comprehension and speaking, service orientation, troubleshooting, critical thinking and complex problem solving. The ability to lead work, analyze and evaluate program software, use data recovery tools and techniques, have excellent judgment and decision-making skills, the ability to adapt to changes in technology and assuring quality are a must. Additionally, the applicant must have experience identifying and specifying business requirements and developing and interpreting policies and strategies governing the planning and delivery of IT services.

The ability to interact with users and staff in non-technical, clear terms, stay current in emerging technologies in area of IT assigned and deal with problems involving several variables, define problems, collect data, establish facts and draw valid conclusions, prepare meaningful, accurate, and concise reports is essential.
