Requirement Description: 

DPS is looking to accomplish the following goals through the use of this blockchain consultant:

• Gain a detailed knowledge of the maturity of blockchain technologies and platforms, as well as their suitability to the business operations of DPS
• Compare blockchain-based solutions to the existing solutions to determine feasibility, advantages and disadvantages
• Determine where blockchain technologies will have the most immediate impact on improving customer service and reducing costs
• Advise DPS where blockchain technologies can be implemented and how those implementations will best benefit the DPS’ customers (regardless of ease of implementation or cost)
• Assess potential security advantages and disadvantages inherent in blockchain technology and its specific applications
• Gain an understanding of employing a blockchain-based solution in a traditional computing environment
• Identify potential cost-savings of a blockchain-based solutions

DPS is interested in using blockchain technologies to improve the customer experience, increase security, reduce the potential for fraud and save tax payer dollars. However, it is vitally important that blockchain not be implemented just because it is new and interesting. The technology must add real business value and have a positive return on investment for the agency and tax payers. As such, this 600-hour consultant engagement has the following scope:

• Review high priority business-centric processes across the 6 DPS divisions and determine if blockchain technologies can and should be used to automate manual processes
• Analyze DPS’ suite of applications (approximately 200) and determine if blockchain technology should replace the existing technology and if so, why
• Determine where blockchain can be used to increase customer satisfaction and/or reduce costs.
• Determine where DPS has the highest level of risk for fraud and where blockchain technologies can assist in reducing that risk
• Determine where blockchain technologies can most easily be piloted to validate the technology and value to both the DPS and tax payers

1. Document where blockchain (either manual processes or existing applications) can be used at DPS to improve customer satisfaction and/or reduce costs.
2. Identify ‘low hanging fruit’ where blockchain technologies can be implemented rapidly and effectively
3. Advise and document if DPS should begin using blockchain technologies and if so, how best to start the journey
4. Specifically define which Blockchain technology to be used (e.g. Hyperledger, Ethereum, proprietary solutions, etc.) and how it shall be architected
5. Document where blockchain technologies can be used to greatly reduce the risk of fraud and/or increase data security
6. Identify any infrastructure that the State of Ohio must provide to properly implement and support blockchain
7. Assess and document the potential weaknesses of the chosen blockchain solution when compared against other solutions in the market
Identify the technical skillset DPS will need to have in order to both implement and maintain blockchain

 Mandatory Requirements/Time:

• 5+ years of experience with systems programming
• 2+ years of experience working with blockchain development
• 2+ years of experience working with distributed systems
• Experience analyzing legacy applications and developing a strategy for blockchain implementation
• Demonstrable knowledge of blockchain protocols
• Strong background in Cryptographic principles
• Experience with Ethereum, Hyperledger or like technology
• Experience in selecting the appropriate blockchain technology based on factors such as the digitization of real world assets, the provision of immutable transactions and asset records, and data storage requirements
