Position Responsibilities:
The candidate will be supporting The Ohio Department of Transportation’s Information Technology and Technical Services departments.
This position will function as a highly skilled GIS Systems Administrator with specific responsibilities that include:
• Oversight and proactive maintenance of enterprise GIS infrastructure consisting of Windows servers and various databases / data sources.
• Administration of all aspects of ArcGIS Enterprise, ArcGIS Server, Portal, ArcGIS Online, Collector, and Roads and Highways including performance monitoring and tuning, service configuration, security, and licensing.
• Deploy and manage applications in a Microsoft Windows / IIS environment.
• Establish and maintain automations using ArcGIS APIs, SQL, and Python.
• Ensure environments maintain compliance with enterprise IT security policies (e.g. secure access, least privilege, and separation of duties).
• Design and implement GIS solutions that continue to meet customer demands over time.
• Advise on GIS system integrations.
• Partner to diagnose and resolve GIS system issues experienced by end users.
• Maintain knowledge of trends and developments in GIS systems, and how those could apply to existing or future ODOT applications.
Required Skills & Experience:
• Eight years or more experience with:
o Administering, designing, building, and implementing enterprise GIS systems.
o ESRI administration, specifically: Enterprise SDE geodatabase, ArcGIS Server, Portal, ArcGIS Desktop, ArcGIS Online.
o ESRI geodatabase administration in an MSSQL environment.
• Full understanding of ArcGIS SDE enterprise geodatabases.
• Understanding of MSSQL Server database operation, permissions, and capabilities in an enterprise environment.
• Understanding of Oracle database operation, permissions, and capabilities in an enterprise environment.
• Experience writing SQL statements to query and modify data in MSSQL Server and Oracle databases using SQL Server Management Studio and Aqua Data Studio.
• Ability to identify, isolate, and troubleshoot system level problems.
• Experience developing, publishing, administering, and using REST services with ArcGIS Server.
• Experience deploying and maintaining Web Adaptors for ArcGIS Server.
• Experience developing and troubleshooting Python scripts.
• Experience developing, testing, and implementing ETLs with ArcGIS Model Builder.
• Experience with system integrations of ArcGIS in an enterprise environment.
• Experience administering ArcGIS Online users, groups, data, and maps.
• Experience using GIS web applications for visualization, query, and analysis needs.
• Experience using ArcToolbox and custom Python tools for data manipulation.
• Experience performing end-to-end solution testing & troubleshooting.
• Experience with system monitoring tools and performance analysis for troubleshooting and system scaling.
• Experience working with spatial projection libraries.
• Clear, concise communication & documentation skills with experience documenting system architecture and use cases.
Desired Skills & Experience:
• Experience with Roads & Highways (including Event Editor/RCE) and Collector.
• Experience with FME Server and FME Desktop.
• Experience with ESRI Data Reviewer and Work Flow Manager.
• Experience with Microsoft Azure Cloud Computing Platform & Services.
• Experience using Data Interoperability to create various data source connections and transforms.
• Experience with Microsoft PowerBI for data visualization.
• Familiarity with using Collector for ArcGIS app to perform data collection.
• Understanding of enterprise system architecture, load balancing, and networking basics.
