Scope of Work Summary
The Pharmacy Project Manager is responsible for overseeing multiple projects for the Ohio Department of Medicaid (ODM), including but not limited to Ohio Medicaid’s pharmacy program, comprised of many components. The Pharmacy Project Manager’s near term duties include overseeing and assisting with State budget related procurements, including the process to procure a a pharmacy benefit manager t. The position will function as a member of the Medicaid policy and pharmacy team.
Responsibilities
• As a project manager for the ODM pharmacy projects, this resource will be responsible for ensuring ODM and contracted vendors meet their assigned tasks to bring the project in on time and within budget and scope.
• Provides overall direction, guidance, and facilitation for the project planning related to Pharmacy Benefit Management procurement, including facilitating workgroup meetings related to clinical policy development, MCP provider agreement language, communications, and reporting.
• Provides project oversight as the State project manager representing ODM, assuring that ODM and contracted vendors meet their commitments to bring the project in on time and within budget and scope.
• Provides overall direction, guidance, and facilitation for Pharmacy Benefit Manager procurement process, including working with cross-functional teams at ODM, contracted vendor and external stakeholders (as required).
• Oversees implementation of procurement process.
• Manages, coordinates, and establishes priorities for complete life-cycle of projects including the planning, design, and implementation.
• Designs project plans, which identify needs and define major tasks and milestones, based on scope, resources, budget, and personnel.
• Other project management and coordination duties as assigned.

Detailed Day-to-Day Job Duties to be performed:
• Work with ODM pharmacy and policy staff, contracts and procurement teams, and contracted vendors to manage assigned projects from requirements gathering through implementation.
• Create, execute, and update project plans and maintain all project documentation.
• Manage project risks and issues and change management. Manage the development of related communication strategies and opportunities and materials.
• Schedule and facilitate meetings with ODM and multiple vendors and other key stakeholders.
Required Skill Sets:
• At least 5 years’ health care experience directly with:
o Pharmacy benefit management development, implementation, certification and operations
o Managing all PBM project activities, including risk management
o Drafting and implementing pharmacy policy
o Developing technical requirements for pharmacy monitoring
• At least 10 years’ experience in project management, implementing large scale projects, including working with multiple stakeholders on both business and technical projects.
• Managed Care experience, preferred.
• Procurement experience, required.

Selected contractor is expected to work on-site at ODM at a minimum of four days per week or as agreed with ODM.
