Role:

The Department of Administrative Services, Office of Information Technology, Project Success Center (PSC) (the Enterprise Project Management Office) is seeking a project manager to manage several IT security projects. This work is in support of the Office of Security and Information Privacy (OSIP) lead by the state’s Chief Information Security Officer (CISO). Initially the project manager will be assisting with several specific projects, but as projects wrap up the candidate will be assigned to additional projects.
Requirement Description:

The candidate will potentially be assigned to one or many of the following projects: Overall required experience:
Must meet the conditions of the Knowledge Service Program Manager 4 position. The candidate needs to be a strong leader. The candidate will be responsible for overall planning, developing waves of migrations, communicating status of migration plans, resource planning, and meeting program objectives according to the Ohio Program and Project Management Practice (OH-PPMP). They will work with the OSIP team to establish plans and then manage the plans. A high level of professionalism is expected, including coordinating and managing the shared team resources.

End Point Protection, Detection & Response: This project will deploy a new Endpoint Protection Platform and Endpoint Detection and Response solutions to all agencies, boards and commissions (~110 entities). Requires coordination of activities between the Office of Information Security and Privacy and each agency, board or commission’s team.

Internet Filtering: Internet filtering for servers, computers and mobile devices.

Enterprise Security/Privacy Training and Phish Alerting: This project will deploy annual mandatory security and privacy awareness training. Additionally, the product allows the capability to do phish testing against the user population to verify the training effectiveness.

DMARC for e-mail Security: This project implements a cloud based DMARC (Domain keys Message Authentication, Reporting and Conformance) service on the State’s email domains to reduce the number of phishing emails received and spoofing emails sent. DMARC improves upon SPF (Sender Policy Framework) and DKIM (Domain Keys Identified Mail).

Web Application Firewall: The Web Application Firewall (WAF) project includes equipment & software installations, testing of hardware/software and stress testing of application in the F5 environment. Implementation of WAF solution across all state agencies in order to provide better security.

Transition of Data Loss Prevention: The project is to transition from current to new solution.

Transition the State of Ohio’s FIREWALL PROTECTION SOLTION from current to new solution: This project is to transition from the state’s current firewall protection tool to a next generation firewall protection solution.

Skills and Abilities:

During the interview process, the resource consultant must demonstrate competence/experience in their specific area(s) of project assignment. The resource’s experience must also be documented for review and verification. Examples are appreciated.
1. Must have strong communication and collaboration skills and experience.
2. Must have excellent oral and written skills and possess strong meeting and work session facilitation skills.
3. Must have the ability to work independently and as part of a team, the ability to manage time and resources to meet assigned deadlines.
4. Must have excellent organizational skills, proven analytical, planning, problem solving, and decision-making skills.
5. Must be knowledgeable in the English language/speak clearly and understandably use the English language.
6. Must be proficient at conducting well-coordinated and concise meetings including agendas and meeting minutes / notes.

Required:

1. Must have experience in managing at least one large program (collection of related projects) that was more than 1 year long, more than a year in duration and a budget great than $1 million.
2. Experience in several of the project areas listed above. (Internet Filtering, Security Training, End-Point Protection-Detection & Response Deployment, Web Application Firewalls, Cloud Access Security Broker)
3. 5-8 years of experience managing medium to large sized projects.
4. Managing teams of 10-15 people from differing vertical lines of technology and/or business.
5. Experience managing several significant projects simultaneously
6. Must have experience following a program and project management practice.
7. Experience with project management applications (WorkFront preferred) and Microsoft Office suite of products.
