Top preferred skillsets:

  • Business Process Re-engineering with a focus on data systems analysis
  • Able to employ business process re-engineering tactics to conduct comprehensive data analysis and from a systemic as well as from an end user perspective to identify where significant variances exist in the data set to enable reforms.
  • Can demonstrate the ability to deep-dive into the data (and related input processes) to identify the root cause(s) to find the source(s) of the variances, recognizing that the sources of the data variances likely reside in inconsistent processes and definitions at the 12 main user organizations. Note: the 12 main user organizations originally managed their own instances of the software which was consolidated into one database.
  • Has experience in listening to users, absorbing information; using inductive reasoning to translate the voices (requirements, needs, etc. of the providers who use the system, of the AAA fiscal offices, of the AAA program managers, of ODA needs, etc.) and connect the dots (direct and nuances) into procedures/solutions that utilize the capability of the software system (SAMS).
  • Able to identify and administer mechanisms/strategies to cleanse and standardize data sets as well as develop guidance and training.
  • Able to interpret and incorporate federal data reporting requirements and software owners’ best practices into new standards and processes.
  • Change Management with expertise in achieving consensus among users who have long-standing disparate processes
  • Possesses expertise in navigating/facilitating groups to redesign/re-engineer data-related processes to achieve optimal stability in data entered in software. Analysis would occur through data analysis, discussions with the software owner’s experts, discussions with end users and other relevant inputs.
  • Able to work with ambiguity, uncertainty, constraints and impasses but knows how to penetrate through the noise to achieve an acceptable level of clarity and an acceptable level of certainty regarding causes so that data refinement elements can be recommended. Note: “acceptable levels” would be based on ODA’s level of risk tolerance for the contractor to be incorrect.
  • Able to achieve consensus then coordinate the development of the data solutions’ processes and written procedures to be followed, tests processes for use and acceptance (by user acceptance teams) and can clearly communicates the new changes through end-user trainings and technical assistance.
  • Data Queries and Reporting to monitor increased data stability:
  • Able to design and utilize data queries and reporting to analyze improvements in data’s stability and reductions in variances.
  • Able to see a connection between the data entered and the benefit of analyzing the performance or status of the improved data-related processes to determine if mat data based on understanding of the business requirements and the teams’ need to monitor status.
  • Project plan development to manage multiple mini-projects to success:
  • Possess expertise in building a detailed project plans that sequence the work, team and activities – while managing the risks in a logical, cost and time-effective manner.
  • Able to interact and report on plan’s progress to agency leadership and 12 main user organizations’ leadership, as needed.

Consultant’s expected experience and scope of work

Expected experience:

The consultant will interact with two state employees, 12 or more AAA staff and seek input and feedback from the AAAs’ providers, as needed.  The consultant’s scope of work will change and evolve as the project progresses. The scope will be somewhat iterative as there are 27 services that are reportable to our federal funder.   The consultant will assist in improving the business standards and supporting practices (see below) and should work to achieve repeatable processes to facilitate the improvement in recording/reporting of the 27 services.  The consultant will also prepare and deliver relevant instructional guides and training aids to train the AAAs’ providers (note: there are 400+ providers that enter data into SAMS).   The consultant will focus on establishing or strengthening business standards and supporting practices that contribute to the quality of data being introduced into SAMS.  Examples of this work include:

  • System-based operational definitions: (e.g., a “unit” of service)
  • Standards for data entry (field choices, etc.)
  • Minimum standards of fields to be populated
  • Informal governance structure (to achieve controlled optimization)
  • Recommend system roles, responsibilities and governance/oversight model
  • Optimal SAMS’ organizational privileges/permissions for best performance w/limited risk
  • Contracts (note: “term of art” but does assume a two-way agreement of work to be performed)
  • Contract limits (e.g., entering units and funds above the contract limits)
  • Unique, multiple funding sources (local cash, in kind, consumer contributions, etc.)
  • Distribution of funds across multiple funding sources
  • Identifying areas of risk for variation

Scope of work:

Pre-analysis/pre-initiation work

  • Receive orientation of SAMS, Older Americans Act, state agency, AAAs, providers, State Reporting Tool. Consult with SaaS provider for system orientation and overview of best practices re: state-level data model
  • Co-facilitate one-day session with AAAs’ SAMS Users: Gather perspectives – state, AAA, providers
  • Determine types of work assignments (e.g., inventory types of tasks that should be performed by AAA work groups (concurrent efforts), by ODA and by consultant
  • Establish a data analysis model and test for repeatability across data sets for 27 reportable services
  • Establish a process analysis model and test for repeatability across 27 reportable services

Sequence/prioritize the work

  • Establish criteria to enable the identified work to be sequenced according to: business impact, fiscal impact, data integrity, user convenience, etc.
  • Review with ODA for approval and create prioritization list

Build the project plan (and ancillary management plans):

  • Draft plan – including timeline and assignees
  • Review with ODA/AAA SAMS Users
  • Submit for approval and commence work

Execute/manage the project plan

  • Actual tasks to be determined during pre-analysis/initiation work
  • Conduct analyses
  • Manage work groups
