Information Technology (IT) Program Manager Job Duties:

  1. Communicates with the business subject matter experts to understand and document the detailed required functionality and features of County Finance Information System (CFIS) for the purposes of creating the scope of work in the RFP(s).
  2. Meets with the technical teams to document the existing platform for CFIS for the purposes of background information in the RFP(s).
  3. Document additional enhancements in the RFP(s) that will be needed in CFIS including all major enhancements such as Child Welfare Interface, Comprehensive Case Management and others deemed necessary by stakeholders.
  4. Writes the RFP(s) and review with internal team.
  5. Reviews and modify RFP(s) according to the guidance and standards set forth by ODJFS Office of Contracts and Acquisitions (OCA) and DAS. This will be an interactive process until the RFP is final and approved to release.
  6. Communicates with the senior leadership team, seek input, and approval to release.
  7. Facilitates budget discussion for procurement.
  8. Maintains project plan, schedule and timeline of activities and communicate with business and all stakeholders.
  9. Advisory role in the RFP(s) evaluation process.
  10. Completes all the necessary procurement process to have a Purchase Order (PO) created for the awarded RFP.
  11. Planning and coordination efforts for transition from existing vendor to the State and from ODJFS to the awarded vendor after the selection and award has been completed.
  12. Provides weekly status reports and attends monthly steering committee meetings to provide project updates.
  13. Recommends information technology strategies, policies and procedures by evaluating organization finance and technology outcomes.
  14. Accountable for the approval and sign-off of the program plan with customer representatives, such as portfolio managers, and all affected program stakeholders.
  15. Accountable for management of scope for the program and gaining agreement and approval of scope changes with customer representatives and affected stakeholders.
  1. Manage, and track the program progress against the program plan.
  2. Identify and manage program risk and develops risk mitigation strategies, track to closure.
  3. Ensure team leads adjust and revise estimates when necessary.
  4. Anticipate issues and proactively address them. Resolve conflicts with sensitivity and tact.
  5. Coordinate the establishment of program standards and program specific procedures with team leads.
  6. Ensure that tasks provide value and support the strategic direction of the program and meet service commitments; conduct reviews with agencies.
  7. Communicate effectively with customers and software / hardware suppliers supporting the State as appropriate.
  8. Manages, coordinates, and establishes priorities for complete life-cycle of projects including the planning, design, programming, testing, and implementation of business solutions designed to meet requirements of various departments in the company, such as distribution, finance, and manufacturing.
  9. Designs project plans, which identify needs and define major tasks and milestones, based on scope, resources, budget, and personnel

Looking for 1 Program Manager 4

REQUIRED:

  1. Eight (8) years experience as a Program manager in the software development area;
  2. Four (4) years experience in planning and delivery of Financial on-line systems and related batch reporting for large scale distributed systems/projects;
  3. Three (3) years experience conducting JAD sessions for requirements gathering and definition;
  4. Two (2) years experience leading large multi-discipline team toward the delivery goal;
  5. Previous experience in writing Request for Proposals and procurement documents.
  6. Must have experience using office automation and project planning tools such as Microsoft Project, Microsoft Office Visio, Microsoft Office and other tool sets; and
  7. Must have proven software design and development programming planning and delivery background.

DESIRABLE – Candidate:

  1. Previous experience in Financial systems
  2. Previous experience writing RFPs
  3. Previous experience soliciting business requirements
  4. Previous experience with CA PPM
  5. Previous experience with Microsoft Word and Microsoft Project
