Requirement Description:

Overview:
EDIS is an Enterprise Content Management (ECM) solution that provides the Ohio Department of Public Safety (ODPS) with the technical means to efficiently capture, store, retrieve, and manage title document records in a uniform fashion across all Clerks of Court sites. EDIS uses two primary software products: Kofax Capture and FileNet P8. EDIS Kofax captures scanned title documents and converts them to images. All title documents are successfully processed through the Kofax scan process and committed to FileNET Content Manager (CM) for long-term storage and retrieval. EDIS FileNet manages the storage, retrieval, and retention of the scanned images. FileNet P8 software includes, Content Engine 5.1.0 Fix Pack 4, Application Engine 4.0.2.13, Process Engine 5.0.0.2, IBM Enterprise Records 5.1.0.2 and IBM WebSphere 7.0.0.21. Kofax software includes Kofax Capture 9, Kofax Capture Network Server 9 and Kofax Capture 8.0 Release Script for FileNet Content Manager 5.0. The server operating system is Windows Server 2008 R2. The database is SQL Server 2008 R2 and the storage is EMC Centera.
Scope of Work:
ODPS would like to secure technical consultant resource(s) to conduct a system health check, assist with changing configurations from CIFS to DFS namespace as well as elimination of a child domain across the environment. These resources will be used at the discretion of ODPS, will be under guidance of ODPS and will be assigned tasks and projects as necessary. Generally speaking, the resource will be expected to perform the following tasks in addition to some miscellaneous tasks not listed below:
1. Conduct a system health check.
2. DPS has an initiative to the remove atps.ps.dps.state.oh.us child domain. A service account for Content Manager as well as Domain Local groups still exist in this domain that are being utilized within EDIS. DPS is seeking assistance on reconfiguring the environment to only utilize service accounts/groups in the parent domain ps.dps.state.oh.us.
3. DPS also has an initiative to move from CIFS to DFS namespaces. There are several references to CIFS throughout Kofax and FileNet. The solution will assist to identify all references and make the appropriate changes, including client workstations if necessary.
4. When the current EDIS environment was installed, the QA and Production environments were not configured with the same schema. This engagement would include reconfiguring the QA environment to be like Production. This allows for proper QA testing and functionality.
5. Research and document tasks and tools needed to efficiently migrate FileNet data from EMC Centera storage to cloud based or other storage.

Interview:

During the interview process with the ODPS staff, the resource consultant must demonstrate competence/experience in their specific area(s) of project assignment. The resource’s experience must also be documented for review and verification. Offered resources not showing technical or functional competence/experience will be sufficient reason to reject the Offeror’s proposal. It is the responsibility of the Offeror to pre-screen their candidates to ensure compliance. Resource will have a background check conducted by ODPS.

Mandatory Requirements/Time:

Technical Resources
The vendor is to provide technical consultant resource(s) that will work onsite at the Ohio Department of Public Safety (Shipley Building) under the direction of one or more I.T. Supervisors. Furthermore, the resource(s) must meet the following mandatory requirements in order to be eligible for further evaluation:

1. 3 years experience architecting, installing, upgrading, and configuring FileNet P8 version 5.1 and IBM Enterprise Records 5.1.0.2
2. 3 years experience installing and configuring IBM WebSphere 7.0.0.21
3. 3 years experience architecting, installing, upgrading, and configuring Kofax Capture 9, Kofax Capture Network Server 9 and Kofax Capture 8.0 Release Script for FileNet Content Manager 5.0.
4. 3 years experience integrating LDAP with applications
5. 2 years experience working with users and/or clients to define requirements and provide technical advice in large scale environments involving 500+ users
6. 2 years experience creating detailed design documents

Desired:
1. 4 year IT/IS college degree preferred
2. 2 years experience leveraging EMC storage solutions including Centerra, CLARIION, and Symmetrix
3. 2 years experience programming in JAVA for interfacing through FileNet P8’s API’s
4. Experience with migrating FileNet data from EMC Centera storage to cloud base storage and strategies to throttle migration efficiently.
