Role: The Ohio Public Works Commission is seeking a Business Transformation Analyst who will report directly to the Program Administrator and the Chief Financial Officer to develop Business Requirements for information systems to forecast its budget for the next biennium.
Working closely with the business the Business Transformation Analyst will build feature lists and elicit requirement for mission critical systems used by the commission.

Requirement Description: This position will function as a highly skilled Business Transformation Analyst for the Ohio Public Works Commission with specific responsibilities that include:

• Work with Program Administrator and Chief Financial Officer, in their roles as project sponsors to facilitate the development of project scope definitions.
• Develop the project plan
• Create project level risk and issue management plans.
• Maintain project level budgets, set standards for project level budget data reporting, and create reports of projects level budgets.
• Create and maintain a business plan and return on investment data for projects.
• Create project presentations and progress reports
• Organize, manage and direct project team tasks and assure the proper application of PMO standards, tools and methodologies in project work.
• Supervise and manage the project Stakeholders, the project team and project communications.
• Manage and report on project risks, issues and changes.
• Oversee and manage the project schedule and project budget.
• Manage conflicts and ensure successful project delivery.
• Completes projects by coordinating resources and timetables; In concert with business users, collect, refine requirements and do high level design and planning
• Recommends information technology strategies, policies, and procedures by evaluating organization outcomes; identifying problems; evaluating trends; anticipating requirements.
• Accomplishes financial objectives by forecasting requirements; initiating corrective action.
• Maintains quality service by establishing and enforcing organization standards.
• Contributes to team effort by accomplishing related results as needed
• Create project presentations and progress reports on a periodic basis
• Manage conflicts and ensure successful project delivery.
• Coordinate end-user testing activities with the business
• Work with business to develop User (stakeholder) requirements - are a very important part of the deliverables, the needs of the stakeholders will have to be correctly interpreted. This deliverable can also reflect how the product will be designed, developed, and define how test cases must be formulated.
• Work with the Business t develop business requirements.
• Work with Business to develop functional requirements - describe what the system, process, or product/service must do to fulfill the business requirements
• Work with IT to develop Quality-of-service (non-functional) requirements - are requirements that do not perform a specific function for the business requirement but are needed to support the functionality. For example: performance, scalability, quality of service (QoS), security and usability.
• Work with business to develop Report Specifications - define the purpose of a report, its justification, attributes and columns, owners and runtime parameters
Experience:

• Experience in leading and managing complex transformation projects, from discovery through implementation, with small-to-medium budgets and a smaller, sometimes matrixed, staff.
• Demonstrated ability to set and maintain priorities
• Ability to develop strong client and working relationships with the team
• Experience working with government agencies is a plus

Mandatory Requirements/Time:

• 8 years’ Project/Program Management experience
• 4 years’ experience with full lifecycle implementation projects from requirements definition through implementation
• 3 years’ experience hands-on expertise with Microsoft Office products including Project and Visio
• Four (4) years’ experience in planning and delivery of on-line systems and related batch reporting for large scale distributed systems/projects;
• Three (3) experience conducting JAD sessions for requirements gathering and definition;
• Two (2) years’ experience leading large multi-discipline team toward the delivery goal
• Successfully pass a criminal background test and drug test.
