Requirement Description: This position will function as a highly skilled System Specialist with specific responsibilities that include:

• Processes telecommunication technical service requests
• Technical liaison to track voice &/or data service offerings & availability of local carriers
• Reviews telecommunication service requests & orders with requested timeframes, verifies validity of telecommunications technical information (e.g., appropriate telecommunications technology is requested; appropriate telecommunications equipment is in place to run line; correct circuit numbers are identified; information on request is valid so circuit installed will test & run successfully)
• Acts as technical liaison to resolve any technical telecommunications issues related to installation
• Trains staff on new line installation information or telecommunications hardware & software as needed
• Interacts with telecommunications technical staff in telephone companies & private carriers as needed on larger or complex service requests to determine preliminary telecommunication resources available &/or required
• Documents related information as needed
• Assists staff with telephone company to determine what lines & telecommunications would be needed in specific area if there are more than one geographical locations included, to determine what equipment is needed at each local access transport area, to identify telecommunications equipment to be purchased & to establish procedure used to cut over existing telecommunication lines)
• Track voice &/or data service offerings & availability & participates in designing new data services; or directs plan review of voice telecommunication projects as part of Long Range Information System process & assists planners in design of new voice services
• Analyzes, designs & implements advanced voice or data (e.g., U.S. Government Open Systems Interconnection LAN services) communications services to meet state agency requests & performs high quality cost-benefit analysis of alternatives
Analyze & research telecommunications billing for accurate & proper billing processes to include billing for large scale data circuits & voice usage, disconnection service requests, billing components for complex network configuration & reconcile vendor invoices & telecommunication billings.
Experience:

• 2 yrs. trg. or 2 yrs. exp. in technical or telecommunications service order processing;
• 12 mos. trg. or 12 mos. exp. as telecommunications coordinator or as common carrier design analyst for voice or data telecommunications services
• 12 mos. trg. or 12 mos. exp. in telecommunications feature applications or in determining service capabilities of common carriers
• 12 mos. trg. or 12 mos. exp in telecommunications operations involving use of multiple telecommunications computer equipment (e.g., modems, multiplexers, digital access cross connect switch routers & other state-of-art networking equipment)
• 2yrs. trg. or 2yrs. exp. in telecommunication circuit design & project implementation (e.g., network engineer with common carrier)
• 12 mos. trg. or 12 mos. exp. in statistics or performing cost/ benefit analysis.
• Excellent PC skills.
• Possess excellent communication skills; both oral and written skills.
• Able to follow written and verbal instructions.
• Ability to accurately analyze, enter and manage data.
• Have excellent organizational skills, proven analytical, planning, and problem solving skills.
