 Job Description:

Performs review and approval of functional design documentation and addenda, manages design session scheduling, actively participates in organizational meetings and design sessions, maintains current knowledge of functionality and changes to approved & pending designs, understands defect lifecycles, interfaces with State agency representatives, software developers, project managers, business analysts, and software testers, participates in system and user acceptance testing as needed, creates and manages action items as requested by stakeholders, anticipates and identifies issues and risk, proactively works with project teams to resolve issues & risks, reports to lead on progress and resolution of action items and identified issues & risks, conducts requirements, design, and defect meetings as necessary.

Key Responsibilities:
1. Maintain stakeholder communication list for design session scheduling.
2. Manage design session scheduling and ensure appropriate stakeholder representation in all sessions.
3. Attend design sessions and provide input and direction to the project teams, including but not limited to State agency representatives, software developers, project managers, business analysts, and software testers.
4. Ensure requirements are being appropriately captured, defined, and implemented in the design documentation.
5. Review and approve design documentation, addenda, and other design changes.
6. Function as oversight and facilitator for addenda, action items, concerns, or other submissions from stakeholders and ensure timely resolution.
7. Monitor defect resolution and ensure appropriate solutions are being applied to the problem, including ensuring requirements are being met.

Experience:

.  4-6 Years of experience in the following areas as a Business Analyst

Interview:
During the interview process, the candidate must demonstrate competence/experience in IT procurement for a public-sector organization. The candidate’s experience must also be documented for review and verification. Candidates that cannot demonstrate the required technical or functional competence/experience may be rejected. It is the responsibility of the offeror to pre-screen its candidates to ensure compliance. The candidate must meet the following requirements:

1. Attention to detail, organization, and ability to learn independently.
2. Strong communication skills; both written and spoken.
3. Ability to build relationships and communicate effectively with a variety of stakeholders including but not limited to State agency representatives, software developers, project managers, business analysts, and software testers.
4. Ability to excel in a matrix organizational structure.
5. Ability to comprehend and translate complex design documentation.
6. Experience conducting meetings for Functional requirements and design analysis.
7. Experience developing Functional requirements - describe what the system, process, or product/service must do to fulfill the business requirements.
8. Monitor progress of action item resolution activity and ensure appropriate closure.
9. Experience with system and user acceptance testing.
Preferred Education:

.  4-year college degree or equivalent
