Requirement Description:

SME1 to support the creation and execution of an RFP to support the International Registration Plan (IRP) for the State of Ohio. SME1 will gather and document IRP functional requirements, validate existing requirements, evaluate Ohio’s requirements against standard IRP rules, and create the necessary as-is and to-be process flows to support the process. This resource will serve as an SME for the IRP. Additionally, if this resource is not part of an organization that could potential provide a response to the IRP RFP, they will assist in the creation of a scoring matrix which RFP respondents will be measured against and assist in the scoring of each RFP response. Finally, based on funding availability, this resource will also assist in the implementation of the IRP solution.

Interview:
During the interview process with the ODPS staff, the resource consultant must demonstrate competence/experience in their specific area(s) of project assignment. The resource’s experience must also be documented for review and verification. Offered resources not showing technical or functional competence/experience will be sufficient reason to reject the Offeror’s proposal. It is the responsibility of the Offeror to pre-screen their candidates to ensure compliance. Resource will have a background check conducted by ODPS.

3. Ability to collaborate with supporting resources across business and/or functional lines.
4. Have excellent oral and written skills/possess strong meeting and work session facilitation skills.
5. Have the ability to work independently and as part of a team, the ability to manage time and resources to meet assigned deadlines.
6. Have strong understanding of prioritization stemming from the elicitation of system and/or user requirements.
7. Have excellent organizational skills, proven analytical, planning, problem solving, and decision-making skills.
8. Must be knowledgeable in the English language/speak clearly and understandably use the English language.
Mandatory Requirements/Time:

1. Two (2) years’ verifiable and demonstrable experience with the IRP business rules and processes.
2. Four (4) years’ verifiable and demonstrable experience working directly with end-users to define and document requirements and provide technical advice and assistance in a large-scale environment.
3. Three (3) years’ verifiable and demonstrable experience interviewing non-technical end users to determine and document current business process flows.
4. Two (2) years’ verifiable and demonstrable experience in Business Process Re-engineering and Business Analysis (BA) documentation.
5. Extensive knowledge of the IRP business rules and processes (candidate must be considered an IRP SME).
6. Needs to be able to transfer BA knowledge to staff.
7. Ability to multi- task and meet aggressive deadlines.
8. Pay detail attention to requirement changes. Experience working in a team-oriented, collaborative agile environment.
