Requirement Description:

Up to two BA3’s to represent IT procurement in the transformation of the State of Ohio’s procurement processes as part of the NextGen eProcurement Initiative. The project life cycle is estimated at three years. This role will report to the business owners and requires full-time candidate(s) to work on-site for the full project life cycle inclusive of any optional rollouts and operations support post project implementation as needed and determined by the State. The phases of the project are as follows: Initiate (includes discovery), Analyze, Design, Build, Test, Deploy, Run, Benefits Realization and Optional Rollouts. The business analyst duties for this multi-year initiative include, but are not limited to, the following:

1. Performing detailed requirements analysis that includes requirements prioritization.
2. Evaluating business processes.
3. Business process re-engineering.
4. Leading reviews of business processes and developing optimization strategies.
5. Ensuring solutions meet business needs and requirements.
6. Documenting processes and information pertinent to decision-making.
7. Performing user acceptance testing.
8. Conducting and participating in meetings and presentations.
9. Serving as a liaison between stakeholders and users.
10. Deliverable review responsibilities.
11. Knowledge transfer will be a key responsibility for ensuring that the program area’s staff responsible for IT procurement are up to speed on new roles and responsibilities associated with moving from legacy systems to the new eProcurement solution.
12. Other duties as assigned.

Interview:
During the interview process, the candidate must demonstrate competence/experience in IT procurement for a public-sector organization. The candidate’s experience must also be documented for review and verification. Candidates that cannot demonstrate the required competence/experience may be rejected. It is the responsibility of the offeror to pre-screen its candidates to ensure compliance. The candidate must meet the following requirements:

4. Excellent oral and written communication skills.

13. Ability to work with multiple stakeholders to achieve a common goal or objective.
Experience:

During the interview process, the candidate must demonstrate competence/experience in IT procurement for a public-sector organization. It is the responsibility of the offeror to pre-screen its candidates to ensure compliance. The candidate must meet the following requirements:

1. Ten years (10) years’ verifiable and demonstrable IT procurement/contracting experience with a preference for working in the public sector with at least 3 years’ experience procuring or contracting suppliers for large scale, multi-million-dollar, multi-year, highly complex business transformation projects.
2. Five (5) years’ verifiable and demonstrable business analysis experience facilitating, chairing or leading a workshop, session or meeting with stakeholders comprised of executives, fiscal, technical or business customers, or suppliers.
3. Five (5) years’ verifiable and demonstrable requirements management experience communicating with and/or interviewing fiscal, technical or business (program) customers or end users to determine or build requirements.
4. Five (5) years’ verifiable and demonstrable experience performing business process improvement, documentation or re-engineering.
5. Two (2) years’ verifiable and demonstrable knowledge transfer, training, coaching or mentoring experience, preferably to support an IT procurement department or organization.
6. Two (2) years’ verifiable and demonstrable experience working in a team-oriented, collaborative, agile or agile-like environment.
7. Two (2) years of experience using MS Excel, MS Word and/or MS PowerPoint.
