Role:

The purpose of this position is to assist OAKS with operational and large scale technology projects that require the organizational change management practices. This position will also support the statewide OAKS Agency Liaison Network by providing communications, customer service and agency readiness support. This resource will partner with and provide quality assurance for the work completed by OCM resources matrixed to the Agency Engagement Center.
Requirement Description:

1. Create and manage OCM strategies and plans that include the State’s recommended approaches for business process improvement, business readiness, communication, and training activities.
2. Partner with primary sponsor(s) on assigned projects to prepare, manage and reinforce organizational change management practices.
3. Manage communication planning, development, distribution and feedback mechanisms for assigned projects, as well as for the Agency Engagement Center.
4. Serve as a liaison with different project teams and business units for the development and distribution of key messages.
5. Develop and manage ongoing communications with OAKS agency liaisons.
6. Monitor, administer and update OCM assessments and readiness surveys.
7. Coach business leaders in the development of resistance management plans.
8. Assist the business with mapping new processes and identifying impacts.
9. Plan and conduct As-Is/To-Be Transition Workshops.
10. Identify skills gaps and develop action plans.
11. Track agency readiness and adoption metrics. Provide recommendations for improvements.
Skills and Abilities: During the interview process with the OAKS staff, the resource consultant must demonstrate competence/experience in their specific area(s) of project assignment. The resource’s experience must also be documented for review and verification.
1. Must have strong communication and collaboration skills and experience.
2. Must have excellent oral and written skills, and possess strong meeting and work session facilitation skills.
3. Must have the ability to work independently and as part of a team, the ability to manage time and resources to meet assigned deadlines.
4. Must have excellent organizational skills, proven analytical, planning, problem solving, and decision-making skills.
5. Must be knowledgeable in the English language/speak clearly and understandably use the English language.
Mandatory Requirements/Time:

1. At least 5 years of developing and implementing organizational change management plans.
2. At least 5 years of experience creating and managing project tasks.
Desired Skills/Time 1. Have led or worked on an IT-related project.
2. Government, higher education or large corporation experience.
3. Knowledgeable of PROSCI’s organizational change management methodology.
