DODD Program Managers will have responsibility for interaction with Business, IT staff, other stakeholders in order to support all aspects of program and project management across the DODD enterprise.   Works tasks assigned are dynamic and vary by need of the fluid DODD enterprise application development lifecycle.   In the DODD agile environment the selected Program Manager will support DODD projects in working with assigned staff to ensure full visibility in terms of user stories.  In addition, the Program Manager will work with and direct other Project Managers (PMs) in ensuring direct project support, cross project integrations and support of tangential activities that broadly support both project and program success.

Job Overview:

The Program Manager directs, controls, administers, and regulates an enhancement or development program.  The Program Manager is the individual ultimately responsible to the agency. The Program Manager’s primary responsibility is to drive the entire effort from start to finish ensuring continuity and coordination across multiple projects. The Program Manager must ensure that the program is completed on schedule and that the final product meets the business, technical, and established quality requirements. Additionally, in this role the Program Manager will work with assigned PM staff as they interface with the business and development teams.   Specific tasks include:

  • Working with assigned PM’s to ensure BA’s are reviewing user stories, with input from the business review;
  • Prioritizing tickets;
  • Working with resources noted above to ensure necessary artifacts have been generated to support the ongoing development/enhancement efforts; and
  • Producing and providing oversight for typical project management artifacts such as status reports, burn down charts and resource utilization materials.

In support of the PM the Program Manager may facilitate SCRUMS and make sure staff are “burning down” user stories for each iteration.   . 

Specific duties for the upcoming fiscal year for this resource would be to focus on adoption of mission critical enterprise applications and support of key DODD Information Technology Services initiatives as directed by the CIO.  As DODD deploys additional Microsoft Dynamic CRM systems statewide the Program Manager will work in support of these initiatives. Focus of the Program Manager activity in this transformation/adoption effort will be pre-deployment information gathering, engagement, and support of our business partners and supporting work of the DODD Continuous Circle of Support (CCOS) team. 

The ITS Continuous Circle of Support (CCOS) team was primarily created to support the business transformation for DODD county electronic case management solution, imagineIS.  Building on pilot project experience, the team developed training materials to support onsite, in house and webinar training.  The CCOS team uses a dedicated training environment for scheduled events and system demonstrations.  The environment can also be used by county staff as needed at their convenience. 

As part of the support and pre-deployment effort the Program Manager will work with the assigned counties to gather feedback and serve as an advocate/liaison for those counties.  In this role the Program Manager will actively interact with DODD business, DODD ITS development and PMO teams to ensure that issues are logged through ServiceNow, the State’s IT Service Management tool, documented in the Microsoft Team Foundation Server (TFS) product backlog and communicated to the teams.

The Program Manager will also work with the CCOS team to actively manage and report adoption metrics to the CIO to share with DODD leadership.

Additionally, the Program Manager will lead the DODD Microsoft Dynamics CRM cloud migration project.   CRM based systems the Program Manager would support cloud migration for include: the DODD county electronic case management solution, imagineIS; Level of Care (LOC); Restrictive Measures (RMN); Review Data System (RDS); County Board Cost Reports (CBCR) and Assessment Center applications.  LOC currently has over 1800 daily users generating over 2080 electronic level of care assessments monthly.   RDS is currently providing capability for DODD review staff to actively perform reviews on the DODD waiver providers noted above.    As part of the cloud migration project the Program Manager will work with DODD business, other state agency resources, DODD ITS staff and Microsoft staff to provide project management to support to this effort.

The Program Manager will also work on critical enterprise level initiatives identified by the DODD business in support of the CIO’s priorities.  Tasks in this area may include: review of work related to completion and review of Privacy Impact analysis; Policy Review; and Work with DODD security team, development resources and PMO group.  The Program Manager also works with the agency Legal liaison and Security Manager to maintain and update the HIPAA risk assessment document as well as other duties as assigned.

Program Manager Responsibilities:

DODD is engaged in enterprise initiatives that have a number of projects or components including a cross-section of Microsoft Dynamics CRM and .net development efforts. These initiatives span across multiple DODD divisions but are interconnected and in various development stages (concurrent phases and new development). The program and related components may cross multiple fiscal years. The Program Manager’s primary responsibility is to drive and provide oversight of the entire program effort from start to finish while working with DODD senior leadership to maintain the integrity of multiple platforms and environments. The Program Manager must ensure that the program is completed on schedule and that the final product meets the business, technical, and established quality requirements. DODD is seeking a Program Manager who can manage, direct, control, administer, and regulate an enhancement or development program that includes multiple interrelated projects.  

The Program Manager will:

  1. Have oversight for multiple projects within the overarching program;   This will entail interfacing with assigned PM's (state and contract)
  2. Report status and results to senior leadership using metrics provided from PM’s and DODD, toolsets VSTS, Innotas, etc ;
  3. Coordinate activities of interrelated or dependent projects across multiple platforms;
  4. Meet with PM’s on sub or related projects within the program and any which have a dependency on the program;
  5. Assist PM’s in coordination of business analysis and quality assurance activities;
  6. Develop overall program timeline; Maintain program dashboard;
  7. Work with senior leadership to forecast resource needs and provides insights to assist in strategic and tactical planning
  8. Work with PMO and Application Management to ensure DODD SDLC and PMO practices are followed; As part of this effort attend or monitor iteration reviews, retrospectives and planning sessions;  Understand and utilize AGILE process and work with Project Managers to ensure DODD change control process is followed
  9. Participate in DODD business meetings such as steering and impact meetings.
  10. Utilize Microsoft tools within the MS VSTS TFS 2017 software environment to record and track work items;  MS office tools (Excel, Word) to support generation of metrics.
