Requirement Description:
The selected Consultant will work closely with designated DPS IT staff and members of the BMV Titles Support team to support the Title Redesign Program.

The Program is defined as:
1.Redesign of the physical Ohio vehicle title.
2.Changes to the Automated Title Processing System (ATPS) to accommodate the defined title changes.
3.Define a secure printing solution for the redesigned title.
4.Selection of title printers capable of meeting the printing requirements resulting from the title redesign, ATPS changes and secure printing solution.

The TS2 will liaise with all program stakeholders as needed, to include the Clerks of the Court of Common Pleas. They will also liaise with other DPS units as required. The TS2 will mainly be tasked with developing the secure print solution and ensuring the solution successfully supports the Title Redesign Program.

1. Document current state of printing solution.
2. Develop hardware requirements for new secure printing solution based on physical title redesign requirements from Clerks, in conjunction with constraints and considerations for required changes to ATPS to accommodate title changes.
3. Develop proposal for printer selection
4. Responsible for assisting with the planning, analysis, design, construction, testing and implementation of secure printing solution.
5. Ensure all changes to scope follow processes and are documented.
6. Manage, and track the program progress against the program plan.
7. Monitor project milestones and phases to ensure the project is on schedule. Take corrective actions if a project begins to slip its schedule.
8. Prepares status reports on a periodic basis for program team, team leads, group leads, and program manager and appropriate stakeholders.
9. Plan, organize, prioritize, and manage multiple work efforts.
10. Develop the detailed program plan for the enhancement or development effort.
11. Accountable for the final program management evaluation review with stakeholders for approval upon program completion.
12. Accountable to schedule or monitor status reviews, peer reviews, and software quality assurance work product and process reviews with the appropriate designated resources.
13. Notify team leads of project timelines, milestones, phases, work request target dates, and approved executable work package.
14. Communicate and work with users and client as necessary.
15. Coordinate and present proposals to agencies as necessary.
16. Analyze and distribute reports on program metrics associated with work items related to improvement measures.
Interview:
During the interview process with the ODPS staff, the resource consultant must demonstrate competence/experience in their specific area(s) of project assignment. The resource’s experience must also be documented for review and verification. Offered resources not showing technical or functional competence/experience will be sufficient reason to reject the Offeror’s proposal. It is the responsibility of the Offeror to pre-screen their candidates to ensure compliance. Resource will have a background check conducted by ODPS.

8. Must be knowledgeable in the English language/speak clearly and understandably use the English language.
Mandatory Requirements/Time:
1. 10 years Technical development experience
2. 5 years verifiable experience as LEAD worker in automated title processing system development
3. 3 years verifiable experience developing printing solutions for title processing systems
