“SCOPE OF WORK” summary: The .NET/SQL Subject Matter Expert (SME) is responsible for the coordination, direction, implementation, completion, and execution of all enterprise application, business process/workflow applications, application Modernization and Migration, and Solution Optimization. This position is a member of the Medicaid ITS and works with the Medicaid ITS Architecture and development team.

Responsibilities

• Provides overall direction, guidance, definition and facilitation for the advancement of .NET based Solution architecture required to meet business strategies and goals for the associated enterprise system.
• Involved in all aspects of the project life cycle, from the initial kickoff through the requirements analysis, design and implementation.
• Identify major system interfaces and integration, business capabilities needs, and existing architecture weaknesses and opportunities for .NET based systems within the State of Ohio Medicaid enterprise.

Detailed Day-To-Day Job Duties to be performed: Work with ODM Program areas and Solution team to drive the .NET based solution implementation.

• Act as the lead Developer in working with ODM staff and its contractors to carry out the Solution Architecture, and Platform optimization function
• Work with ODM SMEs and other stakeholders to validate the high-level intersystem view and to define, document, and validate high-level business requirements and associated business processes (capture in Microsoft Visio);
• Participate in joint application development sessions with ODM SMEs to develop and document detailed functional business requirements; serve as a channel of communications for all levels of business requirements;
• Support Contractor and ODM staff in converting business requirements into functional specifications;
• Review the solutions design, configuration and build created by ODM staff and its contractors to ensure conformance to the established development standards;
• Train and/or mentor ODM state staff in developing and designing .NET solutions;
• Assist the PM and State staff with business analyst support functions and documentation. This will include planning, documenting, coordinating, completing and integrating business requirements and tasks
• Verify that requirements tracing is in place and being followed, and participate with ODM staff in testing/verification that the final implementation meets business requirements;
• Work with the ODM staff to conduct user acceptance testing to validate the solution;
• Work with the PM and ODM staff to develop and present training on the use of the solutions;

REQUIRED Skill Sets:
• At least 9+ years of .NET based Solution Architecture experience, Application/Solution design & Development
• 4+experience with Windows TFS and Application Configuration
• 5+ years design experience with WSDL, XML, XSD and/or XSLT design
• 7+ Application Development experience with Microsoft ASP.NET / SQL Server environment
• 5+ experience delivering SOA solutions by integrating applications and services (WSDL/Schema/SOAP/REST any combination of)
• Required 5+ years in designing technical strategy, technical, architecture, data architecture, development architecture, performance tuning, performance and capacity analysis.

DESIRED Skill Sets: 2+ years experience developing workflow based solution.
