Requirement Description:

The Department of Administrative Services requires a Business Analyst for the Enterprise eLicense 3.0 project. This position will work as part of a larger project team (state project team, system integrator, independent advisor) and the customers (Boards & Commissions) that are migrating into the eLicense 3.0 system.

Job Duties:

Understand and document current and to-be business processes and flows,

Identify and document requirements and user stories,

Work with developers to ensure successful implementation of documented requirements,

Write and execute test scripts and test scenarios,

Assist with future plans for enhancing the process to onboard future customers (agencies, boards, commissions),

Work with the customers to assure their understanding of the application being implemented.

Mandatory Requirements/Time:

8+ years of relevant experience in the following areas:

Experience serving as Business Analyst (BA) or Business Process Analyst (BPA) on large, enterprise commercial-off-the-shelf (COTS) implementations (e.g. PeopleSoft, SAP, Oracle Fusion, Salesforce, ServiceNow),

Experience working with business customers to gather requirements and user stories,

Experience working on projects using Waterfall and Agile software development methodologies,

Experience developing and executing test cases,

Experience tracking requirements through entire project lifecycle to ensure satisfactory implementation,

Experience developing and evaluating training material,

Ability to troubleshoot application issues and business problems and develop solutions,

Required Soft Skills:

Strong communication/ leadership skills.

Strong influence, collaboration and negotiation experience.

Ability to collaborate with supporting resources across business and/or functional lines.

Have excellent oral and written skills/possess strong meeting and work session facilitation skills.

Have the ability to work independently and as part of a team, the ability to manage time and resources to meet assigned deadlines.

Have strong understanding of prioritization stemming from the elicitation of system and/or user requirements.

Have excellent organizational skills, proven analytical, planning, problem solving, and decision-making skills.

Desired Skills/Time:

Previous experience with professional licensing system, enforcement, and/or complaint management a plus
