DOT is seeking a System Specialist 1 for a 2000-hour assignment, with expertise in data collection/data management.

Description of Duties:
50% of Total Work Effort: Data Management and archival of collected data
25% of Total Work Effort: Editing and processing of data collected, including analyzing data for trends that may affect the data quality
25% of Total Work Effort :Establishing and implementing QA/QC processes used to ensure data quality of data collected

Experience with large amounts of data, i.e. organizing, archiving, and manipulating using Microsoft Office applications or equivalent is required.
Data storage and Database Management would also be helpful i.e. SQL, Oracle etc.
If the candidate can manipulate excel and access on a high level, handling the Skid data will not be a problem. The data usually will be in a flat file type format that can be read into another application (that is ODOT-specific).

Requirement Description:
This position will function as a highly skilled DE2 with specific responsibilities that include:
1. Processing of roadway characteristic data associated with ODOT’s Inertial Road Profiler Equipment, used to manage Ohio’s Highway System. Duties also include processing of data collected from ODOT’s Friction/Skid data collection unit.

2. Editing of data collected from equipment stated in item one above.

3. Analyzing data for trends that may affect the data quality

4. Establishing and implementing QA/QC processes used to ensure data quality of data collected in the above items.

5. Data Management and archival of collected data associated with ride quality, skid/friction testing, photo imaging, micro and macro texture data.

6. Spatial Reconciliation with linear referencing system.

Experience
• Excellent PC skills.
• Able to follow written and spoken instructions.
• Ability to accurately analyze, enter and manage data.
• Ability to accurately enter information into a computer, accessing information from a computer, and verifying information on a screen.
• Duties involve utilizing automated equipment, including electronic keyboard, display screen, and sorted memory.
• Ability to operate and understand basic scanning and imaging equipment, including pan, skew, and image correction techniques.
• Ability to conduct data mining and data capture efforts.
• Keypunch and verify records in specified format (ex. ASCII).
• The contractor must complete all data forms within an agreed-upon amount of time from receipt or average a minimum of a set number of strokes each week data forms are in possession.
• Error rate cannot exceed 1/2%. Error rate is calculated on a character (not field or record) basis.
• Pickup and delivery by contractor to be made on a weekly basis.
• Knowledge of imaging and visual display operating practices, procedures, and techniques.
• Knowledge of arithmetic and numbering systems.
