Requirement Description:

Purpose
The purpose of this document is to define the rules and regulations concerning the eligibility, security, distribution and utilization of APCO P-25 compliant radio devices on the MARCSIP Statewide Public Safety Communication Network.

Scope
This policy, and the rules and regulations set forth herein, apply universally for all radio
devices sold/purchased for used on the MARCSIP Statewide Public Safety Communication System

Background
The MARCSIP Statewide Public Safety Communication Network is a Motorola VoIP v. 7.15, Project 25 Phase 1 compliant public safety communication system. Project 25 (P25 or APCO-25) is a suite of standards for digital radio communications for use by federal, state/province and local public safety agencies in North America, enabling radio devices from various manufacturers to communicate with each, both for operability and interoperability. In order to remain P25 complaint, MARCS outlines herein minimum requirements for radio devises to be placed on the MARCSIP Statewide Public Safety Communication Network.

MandatoryRequirements/Time:

5 Years of Experience in the following area of Radio Programming are Required

1. All voice radio devices (e.g. - portable, mobile, remote control station) shall operate on the MARCSIP P-25 digital trunked 700/800 MHz system, including seamless inter-zone roaming. The roaming requirement includes affiliation into different zones upon activation of the radio from the “off” position.

2. All devices shall be P-25 compatible, capable and compliant.

3. All devices shall operate on the 700 MHz frequency range as well as 800 MHz.

4. The device provider/manufacturer must guarantee, in writing, the device’s
successful performance on MARCSIP, or provide a full refund to the purchaser.

5. The device provider/manufacturer must provide a system security protocol (i.e. – system key) allowing MARCS and MARCS only to activate the devices on the MARCSIP Public Safety Communication Network.

6. All devices shall fully comply with State of Ohio procurement policies, and should be registered and accepted on the Ohio State Term Schedule.

7. Vendors must provide MARCS with operational radio units from production, and demonstrate the unit’s capabilities as outlined above, prior to making the units available to MARCSIP subscribers. This provisioning shall include all necessary hardware, software and cabling to allow MARCS to program radios on an ongoing basis.

Notes From Supervisor:

1. Please describe the project from a high level over view:
MARCS has a backlog of customer radios from various vendors that need to be programmed. This short term contract will provide the necessary resources to reduce the backlog. These technicians will need to be well versed in radio programming in the P25 environment.

2. Please describe the daily duties and what a typical day looks like for these resources:
Checks and updates work orders in EAM, Closes completed work orders in a timely manner, Interacts with customers and MARCS Staff to develop customer radio template , guides customer on MARCS request process (webpage /subscription process / radio ID request process), program customer devices per MARCS SOP for statewide Interoperability as well as local zones, follows MARCS policies, communicates works with Motorola Service Techs to activate talkgroups and customer devices as well as troubleshooting device and or system issues, utilizes troubleshooting tools such as Genesis, Aeroflex, Anritsu as needed.

3. Is there travel involved. If yes how much % wise and what is the size of the area –
OHIO based varies (State does not pay travel expenses).

4. Is there a potential for this being extended? - NO

5. What kind of Mobile data Software is used? – Motorola CPS, EF Johnson,
Kenwood, Harris

6. What is the existing system to P25? Motorola 7.x

7. What are the Public Safety Technologies are used?
P25 Standards based Land Mobile Radio System

CAD System is Motorola PremierOne – but this candidate would not be working with the CAD system.
