Description:
The Preadmission Screening and Resident Review (PASSR) project manager will be responsible for leading all aspects of the project and sub-projects from initiation through closing. Daily interactions of the PASSR project work will include work with the Ohio Department of Medicaid’s (ODM) Long Term Care unit and Sister State Agencies. The PASSR project manager will work to ensure ODM’s program adheres to CMS guidance that all applicants to a Medicaid-certified nursing facility be evaluated for mental illness and/or intellectual disability; applicants be offered the most appropriate setting for their needs (in the community, a nursing facility, or acute care settings); and applicants receive the services they need in those settings. The project manager will be expected to manage work streams that may include but are not limited to:

• Ohio Administrative Code Rules Track
• State Plan Amendment Track
• Systems Changes Track
• Training Track

Responsibilities
1. Manage, coordinate, and establish priorities for the PASSR project.
2. Support requirements gathering sessions for all tracks.
3. Manage creation and maintenance of deliverables.
4. Create and maintain project plan, to include timeline, milestones, schedules, etc.
5. Manage communication plan, to include ODM business areas, sister state agencies, and system vendors.
6. Create and maintain regular reports/metrics to measure progress.
7. Assist with test case creation if needed and subsequent testing.
8. Any other PMBOK documentation as needed.

Required Skills/Education
• Bachelor’s degree from an accredited university required.
• 5 or more years’ experience in project management.
• 5 or more years’ experience setting work standards for a project team.
• 5 or more years’ experience tracking work products and ensuring project team members meet deadlines.
• 5 or more years’ experience conducting status and staff meetings with stakeholders
• PMP preferred, but not required.
• Excellent communication and people skills required.
• Medicaid Long Term Care Experience desired.
• Working knowledge of PASSR desired.
